Research On The Improvement Of Statistical Data Quality Management In Qingtongxia City Government

In October 2019,the National Bureau of Statistics of the People’s Republic of China launched its first statistical inspection under the authority of the CPC Central Committee and the State Council.The 2 nd Statistical Inspection Unit of the National Bureau of Statistics of the People’s Republic of China carries out statistical inspection of the Ningxia Hui Autonomous Region.In the process of supervision,Qingtongxia,as one of the regions selected by the inspectors,also has some serious violations of discipline and law,so it is urgent to improve its statistical data quality management.In order to improve the quality management of statistical data of the Qingtongxia city government,a stratified sampling method was adopted,a questionnaire survey was conducted among the statisticians of enterprises and other people in Qingtongxia(government departments,staff of statistical institutions,cadres of statistical stations in towns and townships),to have a comprehensive understanding of the management of statistical data of the Qingtongxia municipal government and the existing problems,and to use the theory of total quality management(TQM)to take government statistical data as the product of government statistical work,this paper analyzes the participants at the two levels of the grass-roots statistics bureau and the Enterprise Survey units,grasps the core characteristics of the whole staff participation,the whole process and the overall quality management,and further excavates the problems existing in the quality of the statistical data of the Qingtongxia municipal government,digging into the causes of the problems existing in its management,and on this basis,drawing on the excellent experience of some cities and counties in China in the management of statistical data quality,this paper puts forward some countermeasures and suggestions from bringing together and strengthening the ranks of grass-roots statistical personnel,strengthening the management of grass-roots statistical work,deepening the construction of government statistical rule of law,and deepening the reform of statistical management system.
