Research On The Implementation Of Rural Minimum Living Security Policy

Social assistance is a social security system that the state and society provide certain funds,material subsidies and life assistance to the residents who suffer from natural disasters,diseases,disabilities,loss of working ability or are in trouble for other reasons,so as to meet the minimum living needs of citizens.The rural minimum living security system(hereinafter referred to as the rural minimum living security system)is a key component of the rural social assistance system,a livelihood project involving the poor people’s food and clothing,a popular project related to the ruling foundation of the party,a moral project sharing the fruits of reform and development,and a concentric project ensuring social harmony and stability.It has played an important role in the great process of building a moderately prosperous society in an all-round way and winning the battle against poverty in an all-round way..However,there are still some problems in the implementation of the rural minimum living security policy,which has a negative impact on the effect of policy implementation and deviates from the correct track of the policy.This paper hopes to carry out in-depth investigation and Research on the implementation of rural minimum living security policy in T Town of Feicheng City,find out the common problems in the front and front line of policy implementation,and then provide some reference for the healthy implementation of rural minimum living security policy in China.This paper takes the implementation of rural low-level policy as the research object,and on the basis of consulting the literature,the paper conducts a questionnaire survey on the object of low-level insurance,interviews with the staff and the general public,analyzes the data and basic information obtained,and studies the implementation of the rural low-income policy in T Town,Feicheng City.First of all,according to the access to information and interviews with town level cadres,this paper summarizes the basic situation of the implementation of the rural minimum living security in T town of Feicheng City,and understands that the standard of the rural minimum living security in T town of Feicheng City has increased year by year in recent years,the number of security people has been increasing and showing dynamic changes,which can cover different poor groups and the relief methods are rich and diverse.Generally speaking,the policy implementation are relatively standardized.Secondly,by conducting a questionnaire survey on the people with the minimum living allowance and conducting face-to-face interviews with village cadres and the general public,it is found that there are some problems in the process of implementing the rural minimum living allowance policy in T town of Feicheng City,such as the deviation of the minimum living allowance standard is relatively low,the dynamic adjustment is relatively passive,the family income accounting is difficult,the weak characteristics affect the identification and positioning,the lack of policy publicity,the lack of information technology,the lack of information technology and so on.Then,the paper analyzes the deep reasons that affect the effective implementation of rural low-income insurance policies from three aspects.The policy itself has poor operability of standards,imperfect supporting system,low participation enthusiasm and policy dependence from the perspective of target groups,the lack of effective cooperation among the executive agencies,imperfect internal supervision mechanism and insufficient executive personnel,the professional level is relatively low and the sense of responsibility is not strong.Finally,from the aspects of scientifically determining the minimum living standard,improving the dynamic adjustment mechanism,comprehensively verifying the accurate rescue,enriching the rescue methods,avoiding dependence,guiding the villagers to widely participate in and urge the villagers to take the initiative to report,strengthening the policy propaganda and guidance,improving the management of the Executive agency,improving the ability of the executive personnel,perfecting the assessment and accountability system and improving the internal supervision,the paper puts forward the relevant countermeasures to improve the implementation of rural minimum living security policy.
