China is in the midst of dramatic changes. Despite emerging as a second largesteconomy of the world, China is undergoing painful challenges such as rural povertyalleviation. Poverty in present China is not only seen as one of the most prominentcontributors to global poverty, but also a vital component in the broad range of thepoverty theories worldwide. Therefore, the ability to perceive the issue of povertyalleviation from a multi-level, multifaceted perspective is critical to the design anddevelopment of a successful performance measurement mechanism regarding ruralpoverty eradication.As one of the nation’s major crop production bases, Jilin province has a largefarming population that suffers from severe poverty induced problems. The preliminaryfindings of this paper are drawn from an extensive pool of literature in respect toChina’s urban Minimum Living Standard Scheme (MLSS) as well as survey resultsof multiple field visits to related urban areas. It also examines various approaches toassessment and evaluation of rural MLSS, analyzes MLSS’s key limitations anddiscusses the effectiveness of progressive social policy in poverty alleviation endeavors.Further, the paper proposes a series of policy recommendations in tackling ruralpoverty, including community-centered development pattern with general guidancefrom government, increased level of investment in both human and social capital,which tap into rural social resources such as social network. These alternative solutionsare provided with the aims to improve quality of life and wellbeing of rural population,facilitate the sustainable development of socialism with Chinese characteristics andultimately, and ultimately, contribute to the achievement of the great renewal of theChinese nation.
