Research On The Problems And Countermeasures Of Controlling Telecom Network Fraud In H City

Since the 21st century,the Chinese government has increased the construction of various security projects,severely reducing the living space of the traditional contact crime of money invasion.High-tech crimes have begun to emerge,and telecom network fraud with low risk,low cost,high secrecy and high return has gradually become the leading role.H city,located in the economically developed Pearl River Delta region,is one of the areas seriously affected by telecom network fraud.Due to the lack of adjustment in governance policies,the current telecom network fraud crime rate in H City remains high.Telecom network fraud crime affects the normal social order and causes serious harm to the safety of people’s lives and property,and some people even paid their lives for it.Based on this,this paper combs and absorbs the domestic and foreign research theories and research results on the governance of telecom network fraud crime.Through the current situation of telecom network fraud in H City,it studies the law,characteristics and current difficulties of telecom network fraud,finds out the deep reasons for the continuous high incidence of telecom network fraud in H City,and explores a new way out for the governance of telecom network fraud in H city from the direction of collaborative governance.This research mainly includes seven parts:the first part analyzes the background and significance of the research on the governance of telecom network fraud,combs the research results of domestic and foreign scholars on the governance of telecom network fraud;the second part puts forward a new idea of using collaborative governance theory to deal with telecom network fraud;the third part systematically and comprehensively expounds the concept,main types and characteristics of telecom network fraud;the fourth part analyzes the data of telecom network fraud crime in H City,and accurately grasps the current situation of telecom network fraud of H city;the fifth part describes the measures taken by H city for governance of telecom network fraud,and analyzes the deep reasons behind the high incidence of telecom network fraud in H City;the sixth part puts forward the countermeasures to reduce telecom network fraud crime of H city in a cooperative governance way;the seventh part summarizes the overall situation of collaborative governance of telecom network fraud in H City,and points out the deficiencies and prospects of the research.Based on the theory of collaborative governance,this paper analyzes the reasons for the high incidence of telecom network fraud in H city from the aspects of system,law,publicity and strike effect,puts forward the new idea of establishing a social governance model based on collaboration,participation,and common interests by government functional departments,enterprises,communities,residents and other subjects.This paper puts forward the optimization measures to deal with the telecom network fraud,which provides theoretical value and practical guidance for H city and the areas suffering from telecom network fraud crime.
