Research On Collaborative Governance Of Telecom Network Fraud Crime

Nowadays,with the rapid development of China’s finance,communications industry,and the Internet,a new type of cyber crime represented by telecommunication network fraud is showing an explosive trend.Such cases are generally of huge value and seriously affect the property safety of the public.It has become a cancer of the society and needs to be severely cracked down.However,judging from the work practice in the past few years,the situation is not optimistic.Although the public security agency have invested a lot of human,material and financial resources in the crackdown and prevention of telecommunication and network fraud crimes,but due to various reasons,the public security’s crackdown tentacles cannot be fully covered,a large number of Criminals are hiding abroad to commit crimes.In my opinion,only establishing a comprehensive,systematic,clear division of labor,scientific and reasonable crackdown and governance system can we curb the high incidence of telecommunication and network fraud crimes.So this article starts from the situation of telecom network fraud in P District of S City,and sort out the criminal methods,process links,gang composition and main characteristics of new telecommunication network frauds;Then it analyzes the current situation of collaborative governance of telecommunications network fraud in the P District,and points out the effectiveness of related work.However,there are lots of problems in the current governance of telecommunications network fraud crimes,such as lag in internal countermeasures,insufficient external coordination methods,lack of coordination mechanisms,and failure to update prevention and publicity concepts and methods in a timely manner,etc.The most fundamental reason is that the government departments failed to play a good organizational and leadership role,the interest-oriented tendency among the various collaborative governance entities is obvious,lack of supporting working mechanism,and the related governance tools were too single,etc.,which made it difficult to obtain.Therefore,If we want to further control the crime of telecommunication network fraud at the national level,it’s very necessary to strengthen the coordination and communication between multiple departments of collaborative governance,promote the opening and sharing of resources,improve the ability of public security agency,and strengthen the comprehensive support for collaborative governance,Only then can we effectively break through the dilemma of collaborative governance of telecommunication network fraud.
