| As one of the three major public nuisances in the world,drugs have received widespread attention worldwide.In the face of the challenges of the poisonous situation,the Chinese government has always attached great importance to the work of drug control and drug rehabilitation.In recent years,on the basis of ensuring the safety and stability of drug rehabilitation sites,the national judicial administrative drug rehabilitation system has always regarded the education and treatment of drug rehabilitation personnel as the central task of drug rehabilitation work.By keeping exploring actively and practicing bravely,it has summarized and refined a group of unique drug rehabitation mode.The basic model of judicial administrative drug rehabilitation work with Chinese characteristics and national conditions was put forward.This paper mainly uses the new public service theory,the literature analysis method and the field investigation method,and finds that the current judicial administrative unified drug rehabilitation work has the problems of imperfect work deployment plan,unreasonable organization of staff,unsatisfactory construction of facilities,low level of specialization in drug treatment,and difficulties with drug addicts to return the socity.The reasons for the study are mainly lack of system supervision and restriction,lack of planning and construction of the police team,old facilities and shortage of funds,lack of learning and mastering drug rehabilitation skills,and lack of social assistance platform for drug rehabilitation personnel.On this basis,the author combines the implementation plan and development of the unified drug rehabilitation work in Liaoning Province.Finally the author proposes the measures of improving the judicial system of unified drug rehabilitation work,strengthening the construction of the drug rehabilitation police team,strengthening the infrastructure construction of the sites,improving the education and treatment of drug rehabilitation management,building rehabilitation measures for drug rehabilitation personnel to return the social assistance platform and building a system of cooperation with the whole society.It is a long-term and complex project to establish a basic model for the unified drug rehabilitation work of judicial administration.And it is necessary to establish and improve relevant systems as the fundamental premise,raise the level of specialization of the drug rehabitation police team as an important key and build relevant social assistance platforms as a bridge actively.And then it will be better to accomplish the unified drug rehabilitation work of judicial administration in Liaoning Province. |
