Research On The Evaluation Of Goverment Ruled By Law

Evaluation of government ruled by law construction is to promote the government ruled by law construction as the ultimate goal, treat the present situation the government ruled by law as the breakthrough point, by quantifying the government ruled by law index, and analyzes every government ruled by law construction's level, to find out the short board during the government in the construction of ruled by law, so the government has a clear goal to improve, it can make the construction of government ruled by law more scientific.In this paper, combined with problem exposed from the theory and practice when construct the government ruled by law, we will discusses from four aspects of the activities. The first part, from the concept, describes the meaning of the construction of government ruled by law assessment and its differences with the government performance evaluation and from the perspective of theoretical and practical significance of the system is expounded; The second part from the two aspects of the subject and the object to carry on the evaluation work, the evaluation work for the main body, to establish the government as the leading, experts and the social public to participate in the evaluation as the main body. On the object side, to evaluate all levels of government and public satisfaction evaluation and distribution of different weights, to achieve the scientific and accurate assessment activities. The third part, the assessment activities should follow the principle of seeking truth from facts, justice and open, and so on. According to different subjects, different evaluation methods can be applied to specific respectively. The assessing contents, the establishment of administrative law enforcement, define the power supervision, system construction, the functions of the government, administrative decision, to resolve social conflicts and disputes, administrative ability construction of a total of seven level index and refinement for second level indicators and three indicators. In the fourth part, it emphasizes on the design of the evaluation procedure. It should be combined with the law and the evaluation guarantee to provide the basis for the accuracy of the evaluation results. To establish a scientific evaluation system of government ruled by law,it will helpful to improve the quality of government by law, and to speed up the construction of government ruled by law.
