Research On Rural Community Governance In Xiamen

With the rapid development of China’s economy and society,under the background of new urbanization and Rural Revitalization Strategy,agricultural and rural areas are constantly moving towards modernization.The rural production and lifestyle have undergone dramatic changes along with urbanization.The "village to house" and "removing villages and living together" accelerate the transformation from rural areas to rural communities,and improve rural production,farmers’ life and rural governance It provides new opportunities and challenges.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed to promote people-oriented urbanization and promote the coordinated development of urbanization and new rural construction.Under the guidance of urbanization,all over the country vigorously promote the industrialization of urban chemical industry,and transform a large number of rural areas in the suburbs into rural communities with concentrated living.However,after the concentrated residence of farmers,they have lost their original way of production and life.In terms of community governance,life and social security,there are new problems such as governance problems and inadequate security.At the same time,the current rural community is a mode of administrative promotion under the guidance of the government,which has not adapted to the strategic objectives of rural modernization and rural revitalization,and has brought new problems to rural community governance.Rural community governance has become a global issue related to the high-quality development of China’s economy and society and the modernization of governance system governance capacity To sum up the beneficial experience of various regions and improve the level of governance.In recent years,the development of urban chemical industry has accelerated the urbanization process of Xiamen,and profound changes have taken place in the rural appearance and production and life style of Xiamen.With the rapid development of rural economy and society,village management and public services are difficult to meet the needs of villagers.Therefore,the construction of rural community with centralized residential management is becoming increasingly urgent 。 Therefore,since 2003,Xiamen has vigorously promoted the "village to house" transformation for rural community transformation,providing development space for economic communities,effectively linking government management services with rural community autonomy,enhancing rural community autonomy and service functions,and promoting sustainable economic and social development and community harmony and stability.This paper takes Xiamen "village to house" rural community as the research object,selects wencuo community in Haicang District as an example,analyzes the governance problems of rural community,and then,referring to the experience of rural community governance in other areas in China,puts forward some beneficial measures to improve the effectiveness of rural community governance.The main contents are as follows: first,summarize the background and significance of the topic selection of rural community governance This paper introduces the research status of rural communities and rural governance at home and abroad,puts forward the research ideas and methods of the paper,and points out the main innovation points and existing deficiencies.The second is to elaborate the concepts of rural community,community governance and rural community governance,pointing out the four main characteristics of rural community residents’ centralized residence,unified supply of public services,shares of production factors,and community governance.It also analyzes the theoretical thoughts on community governance such as public governance theory and public choice theory,so as to provide a theoretical basis for the study of rural community governance.Thirdly,taking wencuo community governance in Xiamen as a case study,this paper analyzes the current situation of wencuo community governance by using literature method,case analysis method and inductive analysis method,and points out the different interest demands of government,village(community)and farmers in the process of rural community.The fourth is to analyze the problems in the process of rural community governance from the government,village(community)organizations and rural residents.The main problems are that the government governance is not perfect,there are some problems,such as the failure of public decision-making,the operation of community governance system is not smooth,and the supply of public services is insufficient;the community fails to form a pluralistic co governance system;the interests are damaged due to the lack of clear property rights;the governance confusion is caused by the lack of pluralistic co governance;the enthusiasm of community cadres is not high due to insufficient security;the service security level of rural residents is low There are some problems,such as the difficulty of employment,the rising of living cost,the decline of quality,the lack of security and the lag of participation in governance.The fifth is to study and analyze the governance mode of rural communities in Shandong,Suzhou,Shanghai and other places,summarize the governance measures and experience,and put forward the beneficial experience for the rural community governance in Xiamen.Sixthly,on the basis of the preliminary research,the paper proposes to construct thesystem to regulate the government behavior from the government aspect,to strengthen the organization construction from the community aspect,and to put forward the perfect safeguard measures from the community residents aspect,so as to explore the effective ways of rural community governance and solve the community governance problems.Rural community governance is a new topic of social governance in recent years.Due to the late time of rural community in China,community governance is still in the initial stage of exploration,and the interests of various subjects are intertwined and complex,and there are some factors that are difficult to solve for a time.The existing theory and experience of rural community governance are still in the stage of practical verification.This paper draws lessons from the advanced governance experience of other regions and combines with the actual situation of Xiamen,and concludes that in order to achieve effective governance after the "village to house" in Xiamen,it is necessary to establish a community governance system that combines government led and residents’ autonomy,and integrates urban and rural public services with differentiated
