Research On New Rural Community Governance Of "Multiple Villages Merging Into One Community"

The problem of rural grassroots governance is the basic link of the national governance system.It carries the important tasks of promoting the era of rural customs and civilisation,social harmony and order,the prosperity of the industry,and the prosperity of the people.It is of great significance to govern the country according to law and better implement the strategy of rural revitalization.The Fourth Plenary Session of the 19th CPC Central Committee proposed the improvement of a grass-roots urban and rural governance system that combines party leadership,autonomy,rule of law,and rule of virtue.Therefore,in the new era of socialism with Chinese characteristics,a new governance system should be formed based on standardizing new-style rural governance,with governance subjects,governance processes,and governance environments interconnected and interacting to promote rural transformation and upgrading.This paper focuses on the theme of the research on the governance of new rural communities.By studying the specific cases and actual conditions of new communities in Shandong Province,it comprehensively analyzes the governance of "multi-village-one community".The construction and governance of new rural communities is an important way to promote the extension of urban infrastructure to the countryside,to radiate urban modern civilization to the countryside,and to achieve the integrated urban and rural development.This article analyzes the basic theories and governance models of new rural communities.First,it explains the connotation of the new rural community,compares the urban community with the traditional rural community,expounds the meaning of"new" from two aspects,and analyzes the six characteristics of the new rural community.Secondly,the definition and evolution of governance theory are discussed,and the development of governance theory is clarified to provide theoretical support for the subsequent development.By exploring the different development stages of the governance theory,we can pave the way.Finally,the four types of "multiple villages merging into one community"," one village merging into one community","village-merged-community",and corporate community are compared and analyzed.Ordinary rural areas.Through interviews and comparative analysis,the practice of the new rural community of "multiple villages merging into one community" in the high-tech zone of Binzhou,Shandong Province was introduced.Analyze the motivation and process of the new rural community governance in Binzhou High-tech Zone.At the same time,a comparative analysis of the new rural community governance process and characteristics of A and B streets in Binzhou High-tech Zone was conducted to summarize the effectiveness of governance.The new rural community governance model in Binzhou High-tech Zone helps flat management at the grassroots level in rural areas,facilitates more convenient work for the masses,and stimulates the enthusiasm of social organizations to participate.Based on the analysis of specific practices,find out the problems and reasons of the new rural community governance of“multi-village and one community”.First of all,the problems existing in the implementation process of "multi-village and one community" are analyzed,which mainly include problems such as relatively large government power,unsatisfactory governance methods,imperfect operating mechanisms,and poor community public services.Secondly,the reasons for the problems are analyzed.Only through thorough analysis of the causes can we propose targeted measures.Therefore,the article focuses on the analysis from the four aspects of the government,community residents,community governance mechanisms,and community neighborhood committees.The analysis shows that the government mainly has insufficient attention to governance issues,and there are reasons for offside and absence.Community residents have problems such as insufficient awareness of the community,low enthusiasm for participating in community governance,and lack of effective channels for participating in community governance.The community governance mechanism is mainly manifested in the problems of single source of funds for rural communities,inadequate implementation of governance systems,and conflicts between village collective property and unified community governance.Community residents’ committees mainly have the problems of duplication of some institutions and low quality of community cadres.Combining governance practices with existing problems,the author elaborates the perfection path of the new rural community of "multiple villages merging into one community".In terms of clarifying the main body of governance,a multi-subject governance model should be established,the core role of grassroots party organizations should be brought into play,new rural community organizations should be developed,and the functions of new rural community neighborhood committees should be improved.In terms of innovative governance methods,we should improve governance methods,cultivate new industries,and innovate management systems.In terms of improving governance performance,we should accelerate the construction of new community laws and regulations,improve the infrastructure construction of new rural communities,and encourage multi-path participation in new rural community governance.The above-mentioned multiple measures can promote better governance of new rural communities.
