Empowerment And Restriction: Mechanism Of Garbage Classification In Suburban Communities

As the basic unit of social governance,community is an important part of environmental governance in China.In the process of urbanization,the environmental problems in the suburbs are severe and complex,and the problem of garbage classification is a common problem in suburban community governance.Taking g community in Hangzhou as an example,this paper constructs an analytical framework of empowerment and constraint,and studies the way,mechanism and implementation path of implementing the administrative task of garbage classification in suburban communities.It is found that the grassroots government and community can give residents the right to participate in community environmental governance by establishing residents’ participation mechanism,realizing residents’ Orderly Participation and exploring local social organizations,which can stimulate residents’ sense of participation and improve their participation level.At the same time,in order to avoid the confusion or low efficiency of community environmental governance,the grass-roots government has formed a variety of restraint mechanisms through the guidance of Party building,platform supervision and social organization coordination,which effectively avoids the dilemma of collective action,promotes the collective cooperation of multiple subjects,and effectively improves the efficiency of community environmental governance.
