The Study On Suburban New Citizen Groups About Community Participation

As an effective way of construction of communities publicity, community participation exert important influence on development of communities. Urbanization led by national administrative power makes suburban peasants realize the transition from "the villager" to "the citizen". To the New Citizen, whether their communities participation help to recognition and integration into the communities? In awareness of this issue, this paper following typology acting ideas, using the construction of identity, power production and public space as theoretical tool, relying on qualitative research, search new citizen suburban Minhang District X community in shanghai. The study found the following:Firstly, under arrangement by national systems, new citizen groups conform to community participation of institutionlization which include democratic election, democratic decision making, democratic management and democratic supervision. Although the kind of community participation contain a contradiction——"intense expection-absent trustion", it indeed supply a method that new citizen groups cognize communities and emotion depend. In the power of national executive, "New Citizen" groups form a clear boundary groups by comparison with the foreign migrants living and local farmers and self-reflection, and provide the basis for a unique discourse system, and then create a "New Citizen" groups in the community "owner" of identities, and reconstruct residents self-awareness.Secondly, in process of urban demolition, suburban"New Citizen"groups have a deep dissatisfaction for different batches terms of compensation and resettlement areas of the living conditions. Driven by interests, they continued to petition and maintained a long tense confrontation situation with the RC, street government, showing a confrontational mode of participation. In the process of struggle, "New Citizen" groups always to struggle to adjust strategies, trying to confine the action of strugglling into the framework of the system of government, eventually ending up two side mutual concessions. The meaning that residents generate power is to break the government-led community-building mode, and formed a lack of trust in mechanical cooperation, deepen the governance body pluralistic community awareness.Thirdly, Social participation is an expression of collective social action with self-mobilization by suburban"New Citizen"group. Notable feature of this community participation is far from the administrative system. Through their participation in community social organizations, community welfare activities and community recreation and leisure activities they build public order and public value. Simultaneously, in the public space, suburban"New Citizen"group reconstruct community relationships, and expand the network of social awareness by interests, hobbies and geopolitical feelings.
