Classification of household garbage has been neglected for several years and seems to be respected again in2011. Major cities such as Shanghai in China have introduced local regulations and implementation rules for it, and they all choose urban communities as the pilot, trying to promote classification of household garbage and achieve source reductionon the community. Summary and reflection have been made just a few months after. The public take existing community organizations as the executor of the Government, not as the main body truly of community governance. The promotion of classification of household garbage is based on the Government only and community governance takes no effect.This paper measures classification of household garbage in Shanghai by related theories of community governance. Meanwhile, the basis of community governance in Shanghai can be demonstrated by this practice.This paper makes a positive analysis of the survey data from over thirty communities, finding out that neither institutional supply nor commitment and supervision problem is solved. Under the guidance of the concept of cooperation, this paper combines Social capital theory, Polycentric theory and Theory of self-organization to perform an analysis. Taking Elinor Ostrom’s design principles of self-organization as the framework and combining empirical analysis, the result shows that the basis of community governance in Shanghai is fairly weak. Furthermore, suggestion and measurement are provided for the resolution of three main problems step by step, and hoping that community governance could really play a role at the same time.
