The Research Of Problems And Countermeasures Of Community Governance In H District Of Changsha City

Society is consist of the community.Community governance is the foundation of social governance.As the development of economy and society,a majority of challenges have been put forward to community governance in China.In recent years,China has explored in many ways,such as innovation of community governance mode,improvement of mechanism,ascension of means,etc.,which has significantly promoted social cooperation to push community governance and service improvement.However,the problems of unbalanced and i nadequate community governance still exists,and community governance still has more work to do.This paper regards the community governance of H District in Changsha City as a research object.Based on the related concepts of governance,studies and analyz es the situation of community governance in H District of Changsha City.It is studied that community governance in H District has made some explorations and attempts in the aspects of party building guiding social governance,grid governance,conflicts resolution and so on,achieving a few results to some extent.However,there are still some problems and the reasons have been analyzed.Insufficient change in the service concept of the government leads to the administrativization of community management,weaknesses in the construction of party organizations result in poor performance of the core leadership role of party organizations in governance,inadequate assurance for community staff causes undermanned workforce,insufficient emphasis on the constructi on of the rule of law leads to low rule-of-law level of governance,inadequate investment in the development of social organizations brings about limited effect,imperfect linkage governance mechanism leads to pluralistic governance entities lack of coordi nation,and so on.Besides,studying from the advanced experience of community governance in other areas of China,thus obtain some governance experience.At the same time,combined with the analysis of the problems and causes,government should change the governance concept to establish a more scientific performance appraisal system,reduce the burden of community administrative tasks,to comprehensively improve the community governance ability of party organizations,strengthen the construction of community workers,improve the legal system,enhance legal publicity,actively cultivate and support the development of community organizations,and promote the joint multi governance.Finally,achieve the purpose of improving community governance in H District,so as to ex plore some modern ways of community governance,and provide reference for community governance in China.
