Community governance has always been a key concern of the state and society.Building a community governance system is the key content of community system construction,and enhancing the governance capacity of governmental and non-governmental organizations in the community and forming a governance pattern of common construction,governance and sharing is the goal of community governance.The report of the 20 th Party Congress clearly points out that the focus of social governance nowadays is still on the grassroots,enhancing the effectiveness of community mass self-governance,broadening the channels for various groups at the grassroots level to participate in grassroots governance in an orderly manner,and guaranteeing people to manage grassroots public affairs and public welfare in accordance with the law.It points out the direction of rule of law for community governance.However,in practice,the governance subjects in dealing with community governance issues still face the awkward situation of no clear legal status,refined rules of self-governance are not paid attention to and implemented;the rights and responsibilities of the government,community residents’ committees,property and owners’ committees are not clear,and at the same time,a close network of contact is not formed;residents’ endogenous motivation to participate in community governance according to the law is insufficient,participation channels are limited,and they have not effectively kept up with the times to develop suitable resident participation The channels for residents to participate in community governance are limited,and the channels for residents to participate in community governance are not developed in line with the times;the financial and material resources invested in the rule of law of community governance are not enough,resulting in a serious brain drain in community governance.In order to speed up the establishment of communities under the rule of law,we must further improve laws and regulations to provide strong support for community governance,while the government can give more attention to community self-governance conventions;implement the government power list system to strictly limit government power,carry out joint meetings on community governance to strengthen the connection of community governance subjects;form differentiated participation of types of governance subjects according to the types of community residents to protect the rights and interests of residents;and Pay attention to local talents,increase cultivation efforts,while attracting more social forces to participate in community governance,build a guarantee mechanism for community rule of law talents,broaden promotion channels for community governance talents,ensure the quality of life of community governance talents,on the other hand,gather money from multiple sources,implement the institutionalization of community rule of law funds,and attract social and personal funds into community governance.
