The governance of Chinese urban communities in the 21 st century is complicated.The multiple governance entities in community are highly dependent.However,due to some factors,such as inequality of resources,information asymmetry and power imbalance,the preferences of multiple governance entities are highly heterogeneous.Under the tide of fine community governance,public participation has become the "pain point" for integrating the preferences and disagreements and forging consensus and forcing cooperation.The report of the 19 th National Congress of the Communist Party of China also put forward new requirements on building a social governance pattern of building,governing,and governing.In the new era,the center of social governance shifts down to the grassroots to realize the benign interaction between government governance,social regulation and residents' autonomy,and the public is urgently required to play a new role in urban community governance.Based on this,the context of this article starts from the theoretical research of public participation.By comparing and analyzing the common typological basis of public participation model,two key variables that affect the division of public participation in urban community governance are extracted: the leader of agenda setting and the coordination mechanism on disagreement,so as to summarize the four types of public participation models,and then construct the theoretical framework of this article.Combined with the practice and investigation of public participation in urban communities in Shanghai,this paper selects the Multiple Democracy in Policy-making,the Residents' Consultation Workshop and KeTangHui as typical cases.On the basis of grasping the governing logic and operating mechanism of different modes of public participation,put forward eight design criteria for public participation in urban communities,the four major difficulties that may be encountered and the four major strategies for governance reform.Thereby promoting the innovation diffusion and contextualization of the model of public participation and finally realizing the governance reform of public participation in urban community governance and playing a new role in shaping the social governance pattern of sharing,building,and sharing governance.
