Implementation Issues And Countermeasures Of The Rural Minimum Living Security System In Zhengding County

The rural minimum living security system is the most basic and the most widely-covered assistance system in the social assistance system.Zhengding County,as a pilot county for the rural minimum living security work in Shijiazhuang City,has implemented the rural minimum living security system since 1998 and has experienced 20 Years of development.2020 is the decisive year for building a moderately prosperous society in all respects.The rural poverty-stricken population without the ability to work can not achieve stable poverty alleviation without the support of the rural minimum living security policy.To ensure that the rural minimum living security policy covers all the population living under poverty line in rural area,the minimum living security policy must be effectively implemented.However,it is not difficult to find that there are still some problems in the implementation of the rural minimum living security system,and there is still improvement space in the promotion of the minimum living security policy,the the minimum living security team building,and poverty assistance measures.This paper uses literature research methods,comparative research methods,field research methods and other research methods,starting from the basic policy theory of the minimum living security system,researches the present situation of the minimum living security in Zhengding County and its development and changes in recent years.Using questionnaire and personal interviews,this paper further inquires the existing problems in the implementation of the minimum living security policy in Zhengding County,finds out the causes of the problems,and finally proposed targeted and highly operable policy suggestions.The research results show that the rural minimum living security system in Zhengding County has various degrees of problems in policy implementation,assistance effectiveness,executive capability difficulties and dynamic adjustment in determining household income,inadequate implementation of the disclosure system in evaluation and verification of minimum living security led to obstacles in the implementation of the minimum living security policy.the lack of consciousness of poor people to get rid of poverty on their own,and the single body of assistance that affected the effectiveness of the minimum living security policy.the inadequacy of the basic level minimum living security staff,and the infrequent professional training led to Difficulties in execution,theinadequacy of the annual subsistence allowance qualification review and the unblocked reporting channels make dynamic adjustments not timely.This paper puts forward practical and operational suggestions in four aspects of increasing assistance measures,establishing and improving the rural minimum living security operating mechanism,enhancing the ability of the basic level minimum living security staff team,and ensuring the effective operation of the dynamic management mechanism,which provides effective reference for the implementation of rural minimum living security system in Zhengding County and the promotion of the rural minimum living security work in Hebei Province.
