Research On The Implementation Of Rural Minimum Living Security Policy In A County Of Yunnan Province

Since the reform and opening up more than 40 years ago,China's economy has developed rapidly and the people's living standards have continued to improve.However,due to natural conditions,regional economic development imbalances,and a dual urban-rural distribution system,rural China still has a large number of poor people,especially in the remote mountainous areas in the southwest.In order to alleviate social conflicts and guarantee the basic living rights of the most difficult groups,since 2007,under the unified deployment of the State Council and local governments at all levels,a rural minimum living security system has been established nationwide,which has played an important role in maintaining the harmony and stability of rural society.effect.However,many problems have been encountered in the implementation of the rural minimum living security policy.Target deviations have emerged,and there is a paradox that the state continues to input resources,and the rural welfare situation and social order have not been effectively improved.Therefore,it is of great theoretical and practical significance to conduct on-the-spot investigations on the implementation of rural minimum living security policies,analyze the problems and causes of specific implementation,and seek solutions.This research focuses on the implementation of the rural minimum living security policy in national poverty-stricken counties.The poor population in A county of Yunnan Province is relatively large in scale,wide in distribution,and deep in poverty.Taking the A county as a case,through literature research,interviews,and observation Ways to explore the implementation of rural minimum living security policies.The research shows that the problems in the process of implementing the rural minimum living security policy in A County of Yunnan Province are mainly three aspects: deviations in the identification of policy targets,poor improvement of low security standards,and poor integration with other policies.In order to effectively solve these problems,this study uses Smith's policy execution process model to conduct an indepth analysis of various factors that affect the effective implementation of policies,including: the policy itself,policy continuity and lack of operational feasibility;the implementation subject,human resources Limited,lack of policy communication,and inadequate monitoring mechanisms;in terms of target groups,policy understanding is incomplete;and in terms of policy environment,it is the combined impact of the natural,economic,and cultural environment.Finally,it puts forward targeted suggestions for improving the rural minimum living security policy and optimizing policy implementation.Regarding the policy itself,it is proposed to establish and improve the rural minimum living guarantee legal system,design a scientific and reasonable rural minimum living guarantee policy,improve the long-term policy implementation supervision mechanism and strengthen the interconnection between policy systems.Regarding the main body of policy implementation,put forward suggestions to strengthen grassroots capacity building and increase education and training.With regard to the target group,suggestions are made to improve the policy recognition ability of the policy target,enhance the self-development ability of the policy target,and improve the expression mechanism of the public's interest appeal.Regarding the policy environment,it puts forward suggestions to promote the masses to increase their income and prosperity by relying on the advantages of enriching resources and enhancing cultural and moral qualities.
