As far as most cities and regions in China are concerned,there is no common property right housing system in the housing security system.Our country has a vast territory,but there are few land resources that can be used by people.Moreover,the rapid growth of population,the large population base and the rapid growth of population in our country also lead to the increasingly tense housing contradiction.As the most basic and practical livelihood problem,housing problem is also concerned and valued by people from all walks of life and put on the agenda of China’s affordable housing development system.Our goal in 2020 is to build a well-off society in an all-round way and win the battle against poverty under the leadership of the Party Central Committee with General Secretary Xi Jinping as its core.Under the background of this great era strategy,the research on the housing problem of middle and low income families has very important practical significance in our country at present.The common property right housing system can not only effectively reduce the living pressure and expenditure of low and middle-income families in the choice of housing and house purchase,but also benefit the local government to recycle funds for the construction of affordable housing in the future.Shared property houses have unique advantages,so they have also achieved good development in several pilot areas in China.However,from the current development situation of several pilot cities in China and the prominent legal issues,there are still some risks and problems in the implementation of the system.These loopholes will hinder the further development of the system throughout the country to a certain extent,or even seriously fragmentation of the system.As far as the current situation is concerned,the most prominent problem of the system of joint property right houses in China comes from the fact that the system is not protected by law.From the development of several pilot cities,most of the provisions on joint property right houses in China come from the provisions of policies.After the "Guiding Opinions on the Development of Common Property Rights Policy Commodity Housing in Pilot Cities" issued by six ministries such as the Ministry of Housing and Construction,the implementation of the "Interim Measures for the Management of Beijing Common Property Rights Housing" was achieved.Specifically,the legal effect of this method can not meet the corresponding requirements,and the provisions are different among the pilot areas.The regulations between the city and the city are like scattered sand,which makes it difficult to form a system.Urumqi,as the central region of Asia,has a good geographic advantage.In recent years,the society has been stable and the economy has been growing steadily.However,after the implementation of the urban renewal plan in 2017,the housing prices in Urumqi have gradually increased,which is unacceptable for low-and middle-income families.They have to bear tremendous living pressure if they want to buy a house.Under the original affordable housing system in Urumqi,this shortcoming has also been magnified,and it also has an impact on the people’s happy life index of Urumqi.With its unique advantages,the system of common property right housing can effectively deal with the current problems caused by the demolition of Urumqi.Therefore,as a research motivation,by comparing the common property right housing system in Britain which started earlier and with the earlier pilot cities in China,this paper explores how to establish the legal system of common property right housing under the background of urban renewal plan in Urumqi,so that everyone who wants to live and develop in Urumqi can have a house to live in,so as to realize the comprehensive construction as soon as possible.To become a well-off society lays the foundation,but also to focus on and implement the development goals of Xinjiang to provide impetus.
