An Empirical Study On The Effect Of Administrative Examination And Approval System Reform And Business Environment On Enterprise Productivity

In recent years,under the background of the reform of "release,management and service",the reform of administrative examination and approval system and the gradual optimization of business environment are important measures to coordinate the relationship between government and enterprise and to play a decisive role in resource allocation by market economy.The reform of administrative examination and approval system is not only the transformation of our government’s deepening reform in order to improve its service efficiency and quality,but also has a great impact on the national economy and people’s livelihood,especially on the enterprise behavior in the market competition.However,the administrative examination and approval system in the reform of the continuous promotion of the situation also appeared "one size fits all","avoid the heavy and light" and the reform is still inefficient.In addition,the speed and depth of reform show obvious heterogeneity with the development of the region.So,the existing literature research is vague about what kind of effect the reform of administrative examination and approval system has on the enterprise production rate,and what path to achieve.Therefore,this paper uses the method of combination of theory and empirical,combined with the current situation of China’s administrative approval system reform and business environment,discusses the mechanism of the impact of administrative approval system reform and business environment on enterprise productivity,so as to provide theoretical and practical value for promoting the reform of administrative approval system to the in-depth development.This paper will study from the following aspects:1.Through the theory of enterprise entry perspective and incumbent enterprise application perspective,this paper discusses the influence path of administrative approval system reform and business environment on enterprise entry and production.First of all,from the perspective of cost-benefit,this paper analyzes the change of transaction cost after the reform of administrative approval system.Based on the principle of maximizing the profits of enterprises,it finds that there is a negative correlation between the reform of administrative approval system and the transaction cost of enterprises in the mathematical model.Secondly,in the process of obtaining policy subsidies and bidding qualification through administrative examination and approval,the reform of administrative examination and approval system is conducive to the approval of qualified enterprises.Thirdly,the global strategic decision-making model of multinational enterprises is applied to analyze the change of the quantity of goods produced by enterprises after the optimization of regional business environment.The results show that the optimization of regional business environment stimulates the increase of the proportion of local commodity sales.Finally,based on the theoretical analysis,this paper puts forward the basic assumptions about the impact of administrative approval system reform and business environment on enterprise productivity.2.This paper empirically tests the effect of administrative examination and approval system reform and business environment on enterprise productivity.Based on the unbalanced panel data of 222231 Chinese industrial enterprises,municipal administrative approval centers and business environment from 1998 to 2007,this paper analyzes whether the reform of administrative approval system and business environment can improve enterprise productivity.The results show that:(1)the productivity of enterprises in prefecture level cities with administrative examination and approval center has been significantly increased by 0.042;the enterprise productivity has been significantly increased by 0.224 when the business environment is optimized by 1%.(2)The results show that the robustness of the benchmark regression results is verified by replacing variable measurement indicators,replacing the data of Chinese industrial enterprises from 2011 to 2013,controlling other policy interference and avoiding policy overestimation,adopting placebo test and psm-did method.(3)The effect of administrative examination and approval system reform and business environment on enterprise productivity shows significant heterogeneity characteristics according to different enterprise ownership,five dimensions of marketization index,distance between prefecture level cities and provincial capital cities,proportion of zombie enterprises,age of prefecture level city officials and development of digital finance.3.This paper deals with the endogenous problems that may arise in the process of empirical test of enterprise productivity caused by the reform of administrative examination and approval system and business environment,and examines its influence mechanism.In this paper,we use the method of eliminating large samples and instrumental variables to deal with endogenous problems.The reform of administrative examination and approval system from complex to simple,on the one hand,reduces the institutional cost of enterprises in the process of administrative examination and approval,which is conducive to the improvement of enterprise productivity;on the other hand,it improves the efficiency of enterprises entering and exiting the market,which leads to the competitive effect of the market and promotes the improvement of the production efficiency of enterprises;on the other hand,it optimizes the business environment of the market and makes the incumbent enterprises more active Therefore,it is conducive to the improvement of productivity.This paper makes a reasonable explanation and analysis of the research conclusion,and based on the empirical results,puts forward policy optimization suggestions:(1)scientifically introduce the reform policy of administrative approval system;(2)use innovative technology to build the administrative approval service platform.Compared with the previous research literature,the innovation of this paper mainly includes the following three aspects:(1)the optimization of business environment is included in the analysis of the mechanism of administrative approval reform on enterprise productivity.This paper explains the impact mechanism of administrative approval reform on enterprise productivity from the perspective of China’s political system,and discusses the influence path of administrative approval reform on enterprise productivity with the optimization of business environment as the intermediary variable.(2)This paper empirically tests the impact mechanism of administrative approval reform and business environment optimization on enterprise productivity.Because the administrative examination and approval reform is mainly based on theory and case analysis,there is a small amount of empirical research,and there is a lack of quantitative analysis on the driving force of administrative approval reform on enterprise productivity by using more microscopic data.This paper collects and sorts out the data of China’s industrial enterprise database to study the enterprise productivity.(3)This paper analyzes the impact of administrative examination and approval system reform on enterprise productivity under heterogeneity.On the basis of fully considering the heterogeneity of enterprise ownership,the heterogeneity of market index,the distance between prefecture level cities and provincial capitals,the age heterogeneity of local officials,and the heterogeneity of productivity accounting indicators,this paper reveals the influence path of administrative examination and approval system reform on enterprise productivity.
