| A sound business environment is the foundation for the survival and development of market players.The essence of optimizing the business environment lies in straightening out the position of the government in the market and improving the relationship between the government and the market.The business environment in the region can be improved through the institutional reform of grass-roots governments.Building an international,law-based and convenient business environment is an important part of building a law-based and limited government.Promoting institutional innovation and improving the governance system can further create an efficient and convenient government environment.The research on the grass-roots examination and approval mode is the focus of the reform of the grass-roots administrative examination and approval system,as well as an effective way to improve public services and improve the business environment.This paper studied the administrative examination and approval mode from the perspectives of the government reengineering theory,the holistic governance theory and governance theory in the digital age.The government reengineering theory provides the transformation idea of the government enterprise.The holistic governance theory emphasizes the integration and coordination of internal functions of government departments and centrally provides the concept of all-round services.The governance theory in the digital age provides a way of thinking to realize information sharing and mode change with the help of information technology.The above three theories provide good guidance for the development of the whole research work.Taking the administrative examination and Approval Mode of M Development Zone in w City as the research object,this paper conducted in-depth interviews with relevant administrative examination and approval personnel centering on the existing four modes:direct management mode,stationed mode,"receiving and dispatching" circulation mode and "regional general office" delegation mode.And found problems such as inadequate separation of examination and management,unclear examination and approval responsibilities,incomplete centralization of authority and non-standard application materials.At the same time,the original KANO model for enterprise product demand analysis is transplanted to this paper to conduct a questionnaire survey on the satisfaction of administrative examination and approval from the perspective of optimizing the business environment.And through the analysis,it is concluded that improving the timeliness of examination and approval,perfecting the acceptance of a subject,quickly finding the responsible department of matters and optimizing the examination and approval process have a great impact on the satisfaction of enterprises,so as to point out the emphasis of the future reform direction of administrative examination and approval model.Finally,through the above interview and questionnaire results,this paper summarized the problems existing in the current administrative examination and approval mode of M Development Zone,including unclear scope of authority,insufficient concentration of matters,lack of service measures,low efficiency of examination and approval,non-standard list of examination and approval conditions.And by drawing lessons from Chengdu Wuhou District and Tianjin Binhai New Area which walk in the forefront of the country for the reform experience of administrative examination and Approval Mode,this paper put forward the reform suggestions and measures of grass-roots administrative examination and approval mode from the five aspects of authority,matter,service,efficiency and standardization,so as to provide reference for reforming the grass-roots administrative examination and approval mode and improving the business environment. |
