Research On Harbin Government Services In The Context Of Business Environment Enhancement

The business environment is related to the economic development of the region.Government service is the most important thing to optimize the business environment.In recent years,the Harbin government has made great efforts to push forward the reform of "running at most once","one Netcom","Internet plus examination and approval" and "ten offices",and has achieved remarkable results,however,there are still some problems in Harbin’s government services,especially in the face of the urgent task of improving the business environment.There are still some difficult problems to be solved in Harbin’s government services.This article takes the Harbin government service as the research object,has analyzed the Harbin government service main characteristic systematically,and on this foundation carries on the thorough analysis to its existence question,proposed the optimized Harbin Government Service countermeasure suggestion,it is of great significance to expand the theoretical research on government service,and also provides a policy evaluation tool and theoretical guidance for the practical work of optimizing government service in Harbin.First of all,this research based on the business environment,the meaning of government services and development process,clarify the meaning and characteristics of government services,business environment,government services,administrative approval,and other related concepts,to summarize the existing research.Secondly,this study aims to create a more convenient,fair and transparent business environment from the perspective of enhancing the business environment and taking into account the new requirements for government services set out in the National Business Environment Improvement Ordinance,this paper analyzes the practice of government service in Harbin in recent years,and summarizes the measures and achievements in optimizing government service.Thirdly,this paper combines the particularity of Harbin government service itself,constructs the evaluation index system of government service,carries on the empirical analysis to it.It is found that there are some problems in the government service of Harbin,such as lack of service efficiency,lack of standardization construction,lack of government information disclosure,etc.Finally,on the basis of the above analysis and in the context of optimizing the business environment,the paper puts forward rationalization proposals in three areas: building efficient,standard and open government services,with a view to providing theoretical guidance and evaluation tools for the practical work of government services in Harbin,it is of great significance to optimize the government environment and business environment in Harbin.
