| A quality business environment is the foundation for the survival and development of enterprises and an important guarantee for the stability of social expectations.Although China’s economic and social development situation is generally positive,there are also many challenges in building a business environment.Since the 19 th National Congress of the Communist Party of China(CPC),the central government has comprehensively promoted the reform of administrative examination and approval mechanism.Among them,a new round of reform of administrative management system focuses on the reform of administrative examination and approval process.As an important starting point for transforming government functions,it plays a crucial role in optimizing the business environment.As the last mile of the strict implementation of policies and the frontline of service enterprises,the county government’s business environment will be more micro and specific,and it bears an important mission and historical responsibility in the process of business environment optimization.County governments take the initiative to explore and innovate around the optimization of business environment.Taking L County in Henan Province as an example,this paper tries to discuss the problems in the reform of administrative approval process in the optimization of business environment,and then puts forward corresponding solutions,so as to provide some gains for the reform of approval process in other counties and districts.Through the method of visiting and field research,the author interviewed relevant personnel of the administrative examination and approval department,as well as the masses and market subjects in L County.Based on the understanding of the status quo of administrative examination and approval reform,it was found that when L County carried out the reform of administrative examination and approval process,There are problems such as the representation of government service concept,insufficient standardization construction of examination and approval service,weak supervision mechanism of examination and approval process,and insufficient technical support capacity.Based on the research results of the reform of administrative examination and approval process in advanced areas such as Wenjiang District of Chengdu,and on the basis of drawing on their reform experience,a comparative analysis is made.It is concluded that the business environment optimization should be carried out through four paths,namely,reshaping the administrative concept,strengthening the standardization construction of administrative examination and approval,perfecting the collaborative supervision mechanism and data empowerment,so as to create a new situation for the optimization of the business environment at the county level and provide a solid foundation for the formation of a new pattern of economic opening in the new era. |
