Practice And Thinking Of Deliberative Democracy In Rural Areas

As a supplement to electoral democracy,deliberative democracy is of great value and significance in China.Deliberative democracy at the grass-roots level in rural areas is the practice of deliberative democracy at the grassroots level form,its significance lies in perfecting and developing the content and forms of deliberative democracy,for the rural grass-roots regime and realize the benign interaction between village-level organizations and villagers provide a communication platform,for the villagers to open and equal participation in public affairs in rural areas to provide beneficial channels.The development and improvement of rural grass-roots consultative democracy is of great significance for promoting the development of socialist democratic politics with Chinese characteristics,enhancing the authority of rural grass-roots political power,promoting the smooth implementation of policies and realizing the development and stability of rural grass-roots society.This paper makes a systematic study of consultative democracy at the grass-roots level in rural China by means of literature and case study.On the basis of summarizing the basic concepts and theories of deliberative democracy,the paper sorts out the development process of rural grass-roots deliberative democracy.After more than 70 years of the founding of the people,especially the development of more than 40 years of reform and opening-up,our country rural grassroots deliberative democracy construction has made great achievements,have accumulated,including adhering to the party’s leadership deliberative democracy at the grass-roots level in rural areas,the basic principles of democratic centralism,insist on the dynamic combination of deliberative democracy and electoral democracy,give full play to the villagers’ enthusiasm and creativity of the masses and so on a lot of successful experience,for the future development laid a solid foundation.Paper focuses on analyzing the current situation of deliberative democracy at the grass-roots level in rural areas,the deliberative democracy at the grass-roots level in rural areas in China still exist many problems in practice,mainly displays in the consultation system is not sound,the negotiation mechanism is imperfect,negotiation subject under-represented,negotiate content is difficult to determine,etc.,these problems seriously restrict the smooth development of the deliberative democracy in the rural grassroots,affect the deliberative democracy function,role play,also for democracy at the grassroots level politics construction,rural governance had a negative effect.In view of the outstanding problems,this paper proposes to promote the healthy development of rural grass-roots consultative democracy by perfecting the consultative system,perfecting the consultative mechanism,taking multiple measures at the same time,solving the problem of insufficient representation of the consultative body,sticking to the problem-oriented approach,and clarifying the consultation content.
