| At present,China is still in and will be in the primary stage of socialism for a long time.On the one hand,the imbalance and insufficiency of social development in China at present stage,on the other hand,the social transformation and upgrading lead to the breaking of the original interest pattern,and the intensification of contradictions among the multi-interest subjects.These are hidden dangers of social conflicts disputes,which can easily lead to mass incidents.In the process of handling mass incidents,the grass-roots public security organs are on the first line of facing the masses.If the disposal is not timely or improper measures,it will lead to improper disposal and lead to the escalation of the situation.This paper is based on the three-stage theory of public crisis management(before,during and after)and the theory of relative deprivation,Through case interview and case analysis,this paper analyzes the types,characteristics and the response of mass incidents in F City in recent ten years.The shortcomings and problems existing in the handling of group incidents are found out: the information is not timely and accurate,the evacuation of the on-site personnel is slow,the police force is insufficient and the role of police is vague,and the personal capacity of the police is experienced The lack of and "one thing and more frequent" are tired to deal with it.Then,the paper analyzes the reasons and puts forward countermeasures and suggestions to improve the ability of information collection,to formulate detailed regional norms,to strengthen training and exercise,to play the role of auxiliary police force,so as to improve the efficiency of F municipal basic public security organs in dealing with mass incidents. |
