Research On The Disposal Countermeasure Of Public Security Organs For Mass Incident In Unauthorized Building Demolition

The active prevention and proper disposal of mass incident is not only an urgent requirement to maintain stability,but also a political subject that needs to be carefully studied and properly solved in the process of deepening reform and promoting development.With the economic transformation and the deepening of the overall reform of our country,in recent years,the mass incident caused by project construction,land expropriation and demolition,environmental improvement and other urban integrated management has increased obviously.As the main power of mass event disposal,prevent and dispose of mass incident appropriately plays an important role in the formation,development and conclusion of the whole incident.Especially since the 18 th NationalCongress of the CPC,more democracy consciousness to work for stability is required.Therefore,it is necessary to make further research on the public security organ's disposal of mass incidents of breach.This paper summarizes the present situation of the research of mass incident,makes a brief explanation of the concept of mass incident,unauthorized building and the theoretical basis of on-site disposal,summarizes the successful experiences and shortcomings of the disposal of mass incidents in Songjiang Branch of Shanghai Public Security Bureau in the last two years,deeply analyzes the problems existing in the current public security organs and analyzes the specific reasons.From the practice of breaking down the group,the public security organs in information discovery and collection,risk assessment and early warning,public opinion control and guidance,on-site coordination and command,emergency management and response,combined with the basic work practical,From the intelligence information collection and dynamic tracking,the effective establishment and improvement of early warning mechanism,new media public opinion guidance,the field command mechanism improvement,the strengthening of on-site disposal,and other feasibility proposals.This paper with the view to promoting the rule of law in an all-round way and carrying out comprehensive environmental improvement in an in-depth way,the public security organs will be able to properly handle various incidents with more active posture,richermeans,better mechanism and less police input,less negative public sentiment and fewer on-site confrontations.
