Research On The Practice Of The Organic Law Of The Villagers’ Committee

Arbitrary The organic law of the villagers’ committee of the people’s Republic of China,as the legal basis of villagers’ autonomy,has been applied in practice for many years.What is the application of law at the grass-roots level,and what situation and problems exist in Villagers’ autonomy at present,different conclusions can be drawn through different observation channels.Based on the author’s working experience at the grass-roots level,the author faces the changes of social transformation and rural social structure,and clarifies the current situation of villagers’ autonomy.In recent years,the production mode,living conditions,thinking consciousness and behavior of farmers in rural areas have changed greatly.At present,on the basis of practical experience,there are many breakthroughs and innovations in rural governance system.By analyzing the current situation of the implementation of the organic law of the villagers’ committee,this paper sums up the characteristics of the current villagers’ autonomy,emphasizes the new characteristics of the Party Construction in the construction of the rural governance system,and makes a deep analysis from the following three aspects: "the current legal system and policy are not implemented well","the lack of supporting systems","the basic autonomy needs to be combined with the party’s leadership",and puts forward the perfect suggestions.In order to promote the "party building guidance" and "villager autonomy according to law" in rural areas,I am here to contribute a smart plan.
