Research On Villagers' Autonomy From The Perspective Of Grassroots Social Governance

Villager autonomy originated in the 1980 s,formed through the dual role of farmers' spontaneous creation and national system supply.In more than 30 years of practice,villager autonomy plays a significant role in grass-roots social governance.However,with the in-depth development of market economy,the rural social structure has changed,and villagers' autonomy has encountered many challenges in practice.In the context of the modernization of the governance system and governance capacity,as an important part of the grass-roots social governance,villager autonomy is of great significance for the construction of a new rural governance system that combines "autonomy,rule of law and rule of virtue" and the further realization of rural good governance.In the new era of rural governance pattern,villagers' autonomy plays a fundamental role.The improvement of its system is related to the implementation of the strategy of rural revitalization,and is the key to social governance at the grass-roots level.Therefore,as a basic political system stipulated in the constitution,it is of great significance to further explore the development and improvement of villagers' autonomy for the overall layout of national governance.From the perspective of grass-roots social governance,this paper explains the connotation,development process and functions of villager autonomy in grass-roots social governance,and summarizes the institutional and practical advantages of villager autonomy in grass-roots social governance.With the transformation of grassroots society,villager self-government faces many challenges in grassroots social governance.The internal structure of the countryside has been loosened.Villager autonomy has been alienated.There is a certain degree of incompatibility between the system supply and the endogenous rural order.Therefore,in the context of the new era,it is necessary to re-examine the villagers' autonomy from the perspective of constitutional law,find out the development and Improvement Countermeasures of villagers' autonomy,realize the effective connection between grass-roots government governance and villagers' autonomy,strengthen the mutual coordination between village level party organizations and villagers' Autonomous organizations,and improve the substantive and procedural laws related to villagers' autonomy,so as to ultimately realize the benefits of villagers' autonomy to the country The functions of governance and grass-roots social governance will promote the further development of socialist democracy.
