Study On Improving The Election Of Grassroots Villagers Committee In Luoyang,Wenzhou

The villagers committee is elected by the villagers according to law,which is also a common way in the current rural political activities in our country,and it is also an important measure for the rural class team to participate in the process of democratization in our country.From the birth of the villagers committee to its gradual development and improvement,it has gone through more than 30 years.This system has laid an important foundation for the formation of orderly villagers autonomy in the countryside.At the same time,the village committee election system itself is constantly absorbing the fresh nutrients of the new era,constantly exploring and growing.At present,our countrys economic and social development has made great progress,but the rural areas are relatively backward in all aspects of development.They have long been faced with a difficult situation of low political and economic organization capacity and slow ideological progress.At the same time,the villagers committee election system also has many places unreasonable.Based on this reality,we need to investigate these problems in a more scientific way,and then analyze them at a deeper level.Finally,through continuous exploration and practical test to find out a more in line with the current rural political and economic development,and can better protect the progress of the farmers collective interests of the autonomous road.On the basis of studying the current stage of development of Chinese rural characteristics,this paper seriously combines the theory of public choice and the theory of democratic election.At the same time,it also looks up and collates many materials and documents of previous studies.Finally,taking Luoyang,Wenzhou as an example,the paper makes a practical discussion on the current situation of village committee election,including the supervision of election execution,the villagers election consciousness,and the rural economic problems.This paper analyzes the problems of bribery election and finds out that the main problems are as follows:the implementation of the election procedure is not standardized,some villagers enthusiasm for participating in the election is not high,the right to vote of the floating population is difficult to guarantee,and there is the phenomenon of canvassing and bribing the election.Township government administrative intervention and so on.The main reasons are the lack of effective supervision mechanism in the election,the weak sense of democratic consciousness and political participation of villagers,the tendency of political rights of the floating population to be ignored by the collective,the drive and temptation of illegal interests,the lagging of the reform of administrative system,and so on.In view of the above reasons,in the process of rural political and economic construction,it is proposed to establish and improve the supervision mechanism,strengthen the villagers consciousness of democratic participation,strengthen the construction of rural economic infrastructure,and lay the economic foundation of autonomy.In order to promote the democratization process of China rural areas,we should strengthen the punishment of bribery,straighten out the relationship between township governments and grass-roots mass autonomous organizations,actively guide the development of rural community organizations,and make their own contributions to the process of democratization in China rural areas.
