Research On The Government Support To Promote The Development Of Private Colleges And Universities In Jilin Province

Education is the country’s "fundamental plan",determines the development of society and the future.Higher Education is the export of national core talents,and it is the unremitting pursuit of governments to continuously improve the level of higher education.Civilian-run colleges and universities are the main force of higher education in our country.They have experienced ups and downs for more than 40 years and have played an irreplaceable role in different periods.The public welfare of private colleges and universities decides that they can not leave the support of the government.However,there are still some problems in the support of private colleges,such as lack of policy,bad relationship,bad effect and lack of function.Under the background of the current classified reform of non-governmental education,facing the policy of "14th five-year plan" to improve education quality and education equity,non-governmental colleges and universities must break the bottleneck and realize new growth and breakthrough.Then,where is the functional boundary of the government in the development of private colleges and universities,and how to optimize the government’s supporting behavior to achieve the optimal effect,how to stimulate the self-vitality of non-governmental institutions of higher learning and mobilize the forces of all walks of life,so that they can become truly powerful,gain the approval of the market and the society,and go to a new height of socialist education in the new era,this puts forward to the development of private colleges and universities in our country.The development of private colleges and universities in Jilin Province has a deep foundation,which provides a talent guarantee for the local economic development and construction.However,the overall strength of private colleges and universities in Jilin Province,including the level of scientific research,school-running quality,internal management,governance level,social influence compared with high-level private colleges and universities at home and abroad,there are still some gaps.To this end,private colleges and universities in Jilin Province need to build a group of private colleges and universities with international influence and competitiveness,change the service functions of the local government,and explore the optimization of relevant supporting policies,to create a favorable external environment for the development of non-governmental institutions of higher learning,to strengthen the macro-management and service capacity of non-governmental institutions of higher learning,and to realize the modernized management and high-quality development of non-governmental institutions of higher learning,this is undoubtedly a complex but significant subject.This paper will be through seven parts,Jilin Province to promote the development of non-governmental institutions of higher learning government support behavior.Firstly,the first part is the introduction,which introduces the historical background and research significance of this thesis,summarizes the domestic and foreign scholars’ viewpoints and researches,and the second part is the definition of related concepts and theoretical basis,the third part analyzes the course of the state’s policy towards the non-governmental universities since the reform and opening-up and the implementation of the policy of the Jilin provincial government,the fourth part points out the problems and reasons in the process of Jilin provincial government supporting the private colleges and universities The fifth part summarizes the enlightenment of Jilin Province to promote the healthy development of private colleges and universities by using the experience of foreign countries and some provinces in China for reference The sixth part points out the suggestions of optimizing the government support of private colleges and universities in Jilin Province in four aspects:Fund support,teachers support,management support and policy support.
