Research On The Implementation Of Classified Management Policies In Private Colleges And Universities In Shaanxi Province

Since the reform and opening up,the relevant government departments and people from all walks of life have given strong support to the private colleges and universities,which makes the private colleges and universities get considerable development.As an important part of China's higher education,private colleges and universities are becoming standardized and regularized day by day.However,there are some malpractices in the management system of private colleges and universities,which seriously hinder the development of private higher education.In order to break the bottleneck that restricts the development of private education,the Ministry of Education issued relevant documents in 2018,detailing the reform steps and implementation process of the classified management system.In this context,Shaanxi Province took the lead in issuing a series of policy documents to promote the good development of private education and the continuous innovation of classified management,indicating that the classified management of private colleges and universities is gradually becoming a reality from the conception.However,in the process of implementing the policy,it has encountered various difficulties.What are the factors that have caused the implementation difficulties of this policy,and how can they be resolved? This is the purpose and significance of this paper.Private colleges in shanxi province is expounded in detail in this paper classification management policy content,analysis of the current situation of its execution,and USES the policy implementation process model for the analysis of private colleges in shaanxi Smith classification and influencing factors of the implementation of management policies,the system fully dissolve the private colleges in shanxi province,this paper presents classification management measures of policy implementation difficulties.The measures include:improving the classified management policy,constructing the collaborative subject of "government-privately-run colleges and universities-teachers and students",improving the identity and participation of target groups,and optimizing the environment for policy implementation.It is hoped that these measures can solve the implementation dilemma of the classified management policy,realize the scientific,healthy and sustainable development of the private colleges and universities in Shaanxi Province,and provide some enlightenment for the implementation of the classified management policy of the private colleges and universities in other provinces.
