Research On The Filing And Review System Of Normative Documents Within The Party

Improving the filing and review system of regulatory documents within the party and advancing the orderly development of related work will not only help promptly discover and correct possible violations of laws and regulations in documents,improve the scientific and rationality of its formulation,but also help strengthen the system.Supervise and restrict to ensure the integrity and authority of the party’s legal system.The current system is still in the stage of development and improvement.Based on this,this article takes the 2019 "Regulations on the Filing and Review of Inner-Party Regulations and Normative Documents of the Communist Party of China" as an opportunity to address its ability to file and review With regard to the deficiencies in standards,procedures,supervision,and accountability,on the basis of drawing on the advanced experience of relevant administrative systems,specific suggestions on enhancing capabilities,refining standards,standardizing procedures,and improving supervision and accountability mechanisms have been proposed.The main body of this article contains the following four parts:The first part is the analysis of the related concepts of the system.It analyzes and defines the concepts of the party’s normative documents,filing and review,etc.,on this basis,compares with the related systems at the administrative level and summarizes the significance of its establishment,which is the demonstration and expansion of the following Lay a theoretical foundation.The second part is to sort out the origins of the system,starting from the central and local levels horizontally and vertically,fully discussing the evolution of this system.The third part is the analysis of system problems,combined with the actual situation of the central and local governments,and pointed out its four shortcomings.The fourth part is the path to perfect the system,supplementing and perfecting the above four weaknesses respectively.
