Research On The Construction Of Political Security Cooperation Mechanism Of "Lancang Mekong Cooperation"

Covering Yunnan Province and the Indo-China,Lancang-Mekong sub-region is a hub of communication between the Pacific Ocean and Indian Ocean,East Asia to Southeast Asia.It has a relatively significant geopolitical value,and it also contains abundant resources.At the same time,this is not only an important area for China’s neighboring diplomacy and the development of the “Belt and Road” initiative,but also an area where the interests of the world’s major powers converge and struggle.Therefore,the Lancang-Mekong sub-region is under greater political and security pressure.The establishment of a political and security mechanism suitable for the region by countries in the region has become an upside-down urgency.The establishmen of the LMC mechanism boost the cooperation between the countries in the LMS subregion deepening in breadth and depth,and it has been operating for five years of relatively mature and achieving fruitful results.However,as the first political security of the three pillars,the mechanism has not yet established a comprehensive cooperation one in this field,which is not in line with the reality that the political security pressure of the countries in the LMS subregion is increasing.Political security is the three pillars of the Lancang-Mekong cooperation mechanism.The political security cooperation mechanism established on this basis should be part of the Lancang-Mekong cooperation mechanism,and its relationship with the Lancang-Mekong cooperation mechanism is part and overall.At the concept of political security,political security should contain territorial sovereignty,regime stability,ideology and some non-traditional security fields.At present,the LMC member states have already cooperated on political security in some areas,and have special institutions and corresponding mechanisms.Moreover,there are programmatic documents on the arrangements for the development of political security cooperation.However,as far as the political and security cooperation between the member states of LMC is concerned,there is neither overall mechanism arrangement nor clear cooperation orientation.The cooperation field and cooperation form need to be expanded.The reason is that the member states of LMC have some deficiencies in political mutual trust,and the LMC mechanism lacks an institution that can coordinate political and security cooperation.Moreover,the intervention of countries outside the region also makes the member states of LMC face greater resistance in political security cooperation.At present,six countries in the LMS are facing increasingly severe political security situation and pressure--conflicts between countries’ territorial sovereignty,internal ethnic separation on territorial sovereignty security.And furthermore the stability and conscious security of each country’s regime are facing their own internal and external threats and challenges.In addition,the countries of the LMS region face non-traditional security issues that are sufficient to threaten their political security.The series of security problems confronted by the six countries in the LMS region highlight the necessity of establishing the political and security cooperation mechanism of "Lancang Mekong cooperation".This paper uses two theoretical analysis tools--international mechanism theory and constructivism--to construct the political security cooperation mechanism with LMC.The international mechanism theory settles the problem of the form of political security cooperation mechanism,namely,clarifying the principle and rules of the "Lancang Mekong cooperation" political security cooperation mechanism,and defining the rights and obligations of the member states of the mechanism,In addition,we should establish an overall coordination mechanism for the Lancang Mekong political and security cooperation mechanism,so as to coordinate the operation and development of the whole Lancang Mekong political and security cooperation mechanism.In the construction of the mechanism of political security cooperation,we should also pay attention to the mechanism arrangement to broaden the content of political security cooperation and expand the form of political security cooperation.Constructivism theory is to cope with the core level of political security cooperation mechanism.In order to make the mechanism have good operation effect and sustainability,it is necessary to solve the problem of internal motivation of mechanism,construct the concept of the community of common destiny of LMS countries,and construct the shared knowledge in the subregion through conscious interaction.The establishment of the identity of the LMS and the interests of the overall development of the subregion will influence the actions of the LMS on the LMS political security cooperation mechanism,so as to jointly promote the establishment and development of the LMS political security cooperation mechanism,and make the political security cooperation of the LMS more sustainable.This is a deep approach to keep the political security cooperation mechanism sustainable and effective.
