Research On The Effect Evaluation Of Forestry Administrative Law Enforcement

Forestry is the basic and core key field of ecological civilization construction.Forestry administrative law enforcement is the main legal mechanism of forestry governance,which plays an important role in protecting forest resources and realizing the modernization of ecological governance.How to promote the forestry administrative law enforcement to achieve the expected goal and improve the effect of forestry administrative law enforcement,the evaluation of forestry administrative law enforcement effect is an essential mechanism.In recent years,various forms of forestry administrative law enforcement evaluation activities have been carried out all over the country.While promoting the legalization and scientization of forestry governance,it also exposes the problems of non standardization and non rationalization of forestry administrative law enforcement evaluation,as well as the non scientization of evaluation standards and methods,To achieve the goal of legalization and scientization of forestry governance through evaluation has become a theoretical subject with great research value.The evaluation of the effect of the forestry administrative law enforcement is the evaluation of the subject of the evaluation on the implementation of relevant laws and regulations and the implementation of law enforcement activities.In practice,there are many kinds of evaluation modes,such as state-oriented assessment,social leading assessment and cooperative evaluation.No matter which type of evaluation,the key problem is the selection and determination of evaluation criteria and evaluation indicators.The solution of this core problem is directly related to the scientific and effective evaluation of the effect of forestry administrative law enforcement.Based on this understanding,this paper attempts to build a relatively reasonable index system of evaluation of the effect of forestry administrative law enforcement in theory.It also tries to draw up the evaluation indexes that are suitable for the practice of forestry law enforcement from four dimensions: foundation,extension,social evaluation and support guarantee;Then,the paper carries on the empirical test with the actual samples of these standards and indicators,finds out the constraints affecting the effect of the forestry administrative law enforcement,and puts forward meaningful improvement countermeasures for the current evaluation of the effect of the forestry administrative law enforcement.The article is divided into four parts.The first part is the second chapter,which mainly defines the related concepts involved in the evaluation of the effect of forestry administrative law enforcement,so as to clarify the research object,research problems and research value of this paper;The second part is to analyze the structural elements of the evaluation of the effect of the forestry administrative law enforcement,and explore the main elements of the evaluation subject(the main division basis of the evaluation model),the evaluation object,the evaluation criteria and the evaluation indexes,and try to form a complete overall cognition of the evaluation process of the forestry administrative law enforcement in theory;The third part tries to make a deeper study on the three key links of the evaluation of the effect of the forestry administrative law enforcement,including the basis,the process and the supervision of the enforcement,and the second part is to supplement the deficiency of the analysis of the evaluation elements,which highlights the process of the evaluation of the effect of the administrative law enforcement;The fourth part is to analyze the application of the evaluation results of forestry administrative law enforcement,and further demonstrate and explain the effectiveness conditions of the effectiveness of the effect of the forestry administrative law enforcement and the application value of the evaluation of the effect of the enforcement through the practical examination of this link.This paper attempts to use the theory of administrative law enforcement and effect evaluation to outline the structural elements and complete process of the effect evaluation of forestry administrative law enforcement,and form a relatively reasonable and complete evaluation framework of the effect of administrative law enforcement,so as to provide theoretical guidance and support for correcting the randomness and unscientificity of the effect evaluation of forestry administrative law enforcement in practice,In order to gradually build a rule of law,scientific evaluation system of administrative law enforcement effect to contribute to their own modest.
