Study On The Approach To Optimizing The Provision Of Regional Public Goods In The SCO

The effective supply of regional public goods is an important driving force for the sustainable development of the SCO.Since its expansion,the SCO has included many regional hotspot issues.The situation of non-traditional security governance is grim,and member states’ demands for common products in the region are becoming more diversified.In view of this,this paper,based on the perspective of regional public goods,sorts out the current situation of the supply of public goods in the SCO region from three aspects of security and economic and cultural cooperation.At present,the supply of public goods in the SCO region has achieved remarkable results,but such problems as the imbalance between supply and demand,lack of funds,lack of organizational recognition,lag in institutional building and overlapping of regional systems have seriously constrained the effective supply of public goods in the SCO region.Therefore,it is of urgent practical significance to optimize the supply of regional public goods for integrating old and new members and activating the vitality of SCO development.As an important member of the SCO,China should actively promote the effective supply of regional public goods.Specifically,firstly,carry forward the “Shanghai Spirit”,further promote the construction of the SCO community of shared future,enhance political mutual trust among member states,and provide a good surrounding environment for the optimal supply of regional public goods.Secondly,optimize the institutional design of the SCO,innovate the mechanism of regional public goods supply,and improve the efficiency of supply;Thirdly,give full play to the role of China and Russia as the leading countries,and form a new situation in which China and Russia are the leading countries and member states coordinate supply.Fourthly,strengthen the“the Belt and Road”docking to promote regional economic development;Fifthly,strengthen cooperation with other mechanisms such as the Eurasian Economic Union and the Collective Security Treaty to form a complementary supply model.At the same time,the optimal supply of public goods in the SCO region and the construction of the“the Belt and Road”complement each other,which is the only way for the SCO to build a community of shared future.The above SCO community of shared future is an example that will reinvigorate China’s neighborhood diplomacy and promote the building of a community of shared future with its neighbors.
