The Implementation Logic Of Grid Drives Reorganization Of Grass-Roots Governance ——A Case Study Of D Village,Baiyun District,Guangzhou City

With the development of economy and the acceleration of urbanization,atomization of individuals and decentralization of organizations have become the status quo of social governance,which brings pressure and resistance to grass-roots governance.Therefore,strengthening organizational foundation,reshaping organizational authority and improving organizational cohesion have become the problems to be solved urgently in grass-roots governance.Grid governance is a new paradigm of grass-roots governance in the new era.It can deconstruct and reconstruct the traditional leadership and organizational style,reshape organizational authority,stabilize political order and improve the degree of organization.Therefore,grid governance driven by reorganization is the path choice to improve the grassroots governance ability and improve the grassroots governance system.As the frontier position of reform and opening up,the problem of grass-roots governance in Guangzhou is more complex,especially in the urban village area,where the population flows frequently,the social environment is complex,and the foundation of social governance is not stable.Therefore,it is necessary and urgent to study the reorganization of grass-roots governance in Guangzhou.Based on the four dimensions of reorganization of grass-roots governance and the four key elements of grid governance,this paper summarizes the logic of reorganization driven by grid governance: the political logic of party building reorganization and the administrative logic of "subject-structure-mode" reorganization.Political logic is again by the party organization reconstruction of achieving an organization’s order,the construction of the reshaping of the public value and public space that party leaders from "suspended" to "comprehensive",basic party grid system and the innovation of the basic party branch set up under the leadership of the party system "fragmentation" to "systematic",The system arrangement of "grid + party members" makes the party building force from "marginalization" to "centralization".Administrative logic refers to the re-organization of the key elements of grid governance,including the change of governance body from "government-led" to "multi-governance",the change ofgovernance structure from "piece-by-piece" to "comprehensive coordination",and the change of governance mode from "experience-driven" to "number-based decision-making".Both political logic and administrative logic realize the goal redefinition,power and responsibility distribution implementation,resource reintegration and order re-establishment through the grid governance model,and drive the reorganization of grass-roots governance.In addition,in the process of realizing reorganization,some new difficulties arise,such as the imbalance of the center of gravity of the main body coordination,the reappearance of the barriers of organizational structure,and the rebirth of the shackles of technical governance.On the basis of in-depth analysis of the new predicament,the author puts forward targeted optimization strategies: strengthening the system design,balancing the synergistic power of the main body;To break the structural barrier and strengthen the organization association and symbiosis;Deepening the application of technology;Enable effective community-level governance.As the main governance mode of grass-roots governance,grid governance can realize the goal of re-organization of grass-roots governance through the two complementary paths of political logic and administrative logic,which can optimize the reality of grass-roots governance and consolidate and deepen the organizational foundation of grass-roots governance.
