Research On Grass-Roots Governance Model Of “Big Data+Grid+Iron Feet” In Feng County

During the fight against the COVID-19 epidemic,Jiangsu Province has established a working mechanism of "Big Data+ Grid+ Iron Foot".Feng County has applied the mechanism of "Big Data+ Grid+ Iron Foot" into various areas of grassroots social governance based on the actual situation of the county,and established a grassroots governance model of "Big Data+ Grid+ Iron Foot".It gives full play to its technological advantages,institutional advantages and organizational advantages,and strives to build a new pattern of grassroots social governance of "Feng County Governance",constantly promoting the modernization of grassroots governance.This thesis takes the operation of the "Big Data+ Grid+ Iron Foot" mode in Feng County as the research object,takes network governance and meta-governance as the theoretical tools,analyzes by means of literature research,questionnaire survey,interview and other methods,and summarizes and studies the operation mechanism,existing problems,cause analysis and countermeasures of the grass-roots mode of "Big Data+ Grid+ Iron Foot",then polishes Feng County grassroots social governance "Golden Signboard".Feng County’s "Big Data+ Grid+ Iron Foot" grassroots governance model is an effective complement to the traditional grassroots governance model.This thesis analyzes the operating mechanism of this model from four aspects,including organizational structure,information sharing,precise service and team building.From the perspective of the modernization of grass-roots governance,the thesis analyzes the weaknesses of Feng County’s grass-roots government in governance ability,such as the urgent need to strengthen the public service function,low efficiency and so on.In terms of governance structure,there are some problems,such as the power and responsibility relationship between county government and grassroots government,the power and responsibility relationship between county functional departments is not optimized enough.In the aspect of governance mechanism,there are problems such as obstacles in pluralistic governance mechanism,and the function of governance mechanism is not obvious.In the governance team,there are some problems such as low enthusiasm of grass-roots staff and lack of grass-roots governance ability.In-depth analysis of the causes from the four aspects of the problem is mainly manifested in the dislocation of grassroots governance concept,function transformation is not in place,governance power and responsibility asymmetry,unclear collaborative responsibilities,imperfect system implementation mechanism,weak supervision consciousness and supervision ability,weak implementation willingness of governance subjects,weak governance team skills and other factors.In view of the above problems and their causes,the "Big Data+ Grid+ Iron Foot" social governance model of Feng County was enriched and perfected from four aspects: improving governance ability,optimizing governance structure,perfecting governance mechanism and building strong governance team.It is suggested to improve the capacity of governance at the grassroots level from three aspects:reshaping the concept of governance at the grassroots level,strengthening the function of public service,and improving the efficiency of multi-departments.It is suggested to optimize the governance structure by straightening out the relationship between governmental powers,establishing a cross-departmental coordination mechanism,and establishing a list of responsibilities,and further improve the governance mechanism by improving the decision-making mechanism and supervision mechanism.Finally,improve the incentive mechanism,strengthen professional training and other aspects to strengthen the grass-roots governance team strength,to create a sample of "Good Governance in Feng County".
