| Since the pilot work of Qilian Mountain National Park system was carried out,all sectors of the society have paid great attention to the ecological environment of Qilian Mountain,and carried out a comprehensive exploration and Practice on the protection of the ecological environment of Qilian mountain through the thinking and way of rule of law.After more than three years of experiments,Qilian Mountain has achieved a leap from chaos to governance,and it has become a broad consensus to govern Qilian Mountain according to law.In the process of governance according to law,on the basis of the principle of protection priority,we should focus on the problems of the implementation of the relevant laws in the field of ecological and environmental protection in the Qilian Mountains,especially the problems caused by multi department law enforcement.In view of this problem,from the central government to the local government,the construction of comprehensive law enforcement system and mechanism is the key content,in order to promote the improvement of Qilian Mountain governance system and governance ability through the comprehensive law enforcement effect in the National Park.Therefore,this research has practical value and far-reaching significance.Although the operation of comprehensive administrative law enforcement in national parks is rarely heard,it has been used in law enforcement practice at home and abroad.This method of law enforcement has many restrictions,so it is systematic and complex.This paper first introduces the problems of Qilian Mountain in the past,and points out the reality of comprehensive law enforcement.Then,it combs the policy nature of the central and local governments in building the comprehensive law enforcement mechanism in national parks to provide the basis for the follow-up comprehensive law enforcement work.In addition,through the comparative analysis of the existing law enforcement system and mechanism of some national parks in China,and understanding of several foreign national parks,we mainly focus on the specific measures taken at the level of law enforcement agency setting,law enforcement authority configuration and law enforcement effectiveness improvement,in order to form a reference.Finally,the paper tries to put forward reasonable suggestions from the aspects of improving legal norms,optimizing law enforcement authority and improving law enforcement ability,and combines with the theoretical logic of linking administrative law enforcement with criminal law enforcement and judicial trial to form some operable countermeasures to help the law enforcement work of Qilian Mountain National Park management agencies and promote the legal governance of Qilian Mountain. |
