Research On The Existing Problems And Countermeasures Of The Construction Of Qilian Mountain National Park Based On PV-GPG Theory

In the history of more than 100 years of development,the national park system has been gradually improved into a mature management system.Each country’s different national park systems based on its own national conditions have played a pivotal role in ecological protection.China is currently in a period of economic transformation and upgrading,and how to ensure sustainable economic and social development through a scientific and effective management system is a major issue that needs to be solved urgently.Therefore,the study of the national park system of typical foreign countries is of very positive practical significance.On the basis of drawing on the advanced concepts and institutional mechanisms of park construction in developed countries,this paper analyzes the characteristics of natural resources and ecological values,deeply studies the current situation of ecological environmental protection and system management in Qilian Mountain area,and puts forward the ideas for the construction of Qilian Mountain National Park through the analysis of improving the citizen participation mechanism,strengthening the organizational management mechanism,and strengthening the communication and leadership mechanism,and provides a theoretical reference for the establishment of China’s national park system.The research content of this thesis mainly has the following five aspects:research background,significance,ideas and content,theoretical perspective and framework.The question studied in this paper is how to coordinate and solve the value conflicts of various participants in the construction of Qilian Mountain National Park.What construction ideas can be taken during the construction process to maximize government performance? PV-GPG theory is the theoretical basis of the whole text.After clarifying the existing problems in this study,the authors review and summarize the existing literature,conduct research on the management concepts and systems,operation mechanisms,diversified funding guarantees,public participation mechanisms and legal systems of national parks,and comprehensively discuss the existing research results of domestic and foreign scholars.Taking Qilian Mountain National Park as the research background,the author comprehensively uses literature research methods,comparative research,semi-structured interview method and questionnaire survey method,and finds that the domestic research on national parks is mostly concentrated at the macro level,while the construction of national nature reserves in specific regions has not yet formed a unified and complete system.Therefore,this paper summarizes the current situation of the construction of Qilian Mountain National Park,summarizes the problems faced in the emergence stage and the causes of the problems,and puts forward the construction concept based on the perspective of PV-GPG based on this.This paper introduces PV-GPG theory to construct a performance generation path analysis framework in Qilian Mountain National Park,which attempts to find a solution to value conflicts among various stakeholders,and provides optimization countermeasures for the construction of Qilian Mountain National Park.
