With the advancement of institutional reform in China,the market supervision department,as an important administrative organization unit and an important bridge between government organs and the people,is an important content of this reform.Grassroots market supervision institutions are the carriers of market supervision departments and the ultimate practitioners of institutional reform,so the research on grass-roots market supervision institutions is of great significance.The reform of grass-roots market institutions has been carried out for many years and has achieved certain results in operation,but it is also bound to face some problems.The discussion on the reform of grass-roots market supervision institutions is conducive to better understanding the situation of grass-roots market supervision institutions and guiding the practice.District C market supervision and administration bureau is an important grass-roots law enforcement unit of Jingdezhen market supervision and Administration Bureau,and is one of the two directly subordinate bureaus of Jingdezhen market supervision and Administration Bureau,which is highly representative for the study of grass-roots market supervision.Based on this,this study takes C New District Market Supervision Administration as a case study,in order to discuss the reform status of grass-roots market supervision organizations,and put forward optimization suggestions for their existing problems.Based on interviews and text analysis,this paper compares the situation of C District of Jingdezhen before and after the reform.It is found that the reformed C District market regulatory agencies have achieved great results by determining the main body of regulatory responsibility,optimizing the internal institutions,promoting the integration of functions,and paying attention to the ideological construction of the team.These results are mainly reflected in:(1)comprehensive deepening Commercial system reform,to further optimize the business environment;(2)boost the brand of enterprises,consolidate the foundation of high-quality development;(3)innovate the regulatory mechanism,build three safety levees;(4)strong and orderly supervision,law enforcement and rights protection continue to improve efficiency;(5)standardize the efficient consumption and rights protection disposal mechanism,create a healthy market environment.However,there are also some problems in the actual operation of the market supervision institutions in Zone C,which mainly include unreasonable planning of the jurisdiction,lack of grass-roots manpower,unclear assignment of staff functions,and excessive supervision.Through analyzing the problems and summarizing the reasons,it is concluded that the market supervision institutions in C area should be optimized from the following aspects in the later work :(1)improve the system and system,and further clarify the relationship between power and responsibility;(2)Strengthen team building and maintain the professionalism and stability of the team;(3)Promote the construction of a comprehensive service system to improve the efficiency of institutions.
