“Super-ministry reform” was born to improve administrativeefficiency of government by merging function-similar departments, andaddresses the problems like: overlapping functions and policies ofdifferent government departments, interdepartmental prevarication andwrangle. This thesis starts from the perspective of "rational bureaucracy",observes the institutional context of China’s administration. It focuseson analysis of the pros and cons of the "Theory of Bureaucracy", as wellas its applicability in China. Background of “Super-ministry reform” isanalyzed from several views like: drawbacks in China’s administrativesystem from the Perspective of "rational bureaucracy", current marketeconomic system in China and goals of building a service-oriented government. Although significant improvement can be found inreasonable division of labor during the practice of reform in newlyformed Ministry of Industry and Information Technology, Ministry ofTransport, Ministry of Human Resources and Social Security, Ministry ofEnvironmental Protection, Ministry of Housing and Urban-RuralDevelopment, the administrative system of rational bureaucratic systemhas not formed yet. Admittedly, problems like constraints ofParty-government dual administrative system, hindering from groupswith vested interests and lack of top-level designs in reform existed in the“Super-ministry reform”, which makes the reform cannot solve all the"irrational" disadvantages and defects in our administrative system in onefell swoop. However, by further reform, the results of the “Super-ministryreform” will help China build a rational bureaucratic system ofadministrative system, and promote the long-term goal of building aservice-oriented government in China. Courage of reform and visionaryof new generation of leaders of China, which are represented by GeneralSecretary Xi Jinping, will continue to provide strong guarantee ofpromoting the “Super-ministry reform” and achieving results.
