Research On Administrative Efficiency Improvement Of Grassroots Market Supervision And Management Department

In the process of administrative reform,the original departments of industry and commerce,quality control,price and food and drug administration have been unified and adjusted to the market supervision and management department,which comprehensively exercises the functions of the original departments.This has played an important role in simplifying the entry procedures of market subjects and improving the management efficiency,and has promoted the transformation of government functions from management to service.This paper takes the case of market supervision and Management Department of B city in Fujian Province as an example,analyses the new situation and problems encountered in the process of its organization merger,and combines the experience and practice of grass-roots work,discusses how to optimize and enhance the administrative efficiency of grass-roots market supervision and management department.Based on reflection from some grassroots cadres and findings of some studies,it was found that after the administrative reform of the department of market supervision and management in B city,there are a few issues existing in the city: the conflict between market supervision mode and the need of commercial subjects,low satisfaction of customer and internal employees,and imperfect market supervision environment.These problems,as a whole,are invited by inadequate functions of the market supervision bureau,rough coordination between the departments,complicated service procedures,unreasonable human resources management system,and insufficient internal security system.In accordance with the need of administrative reform to build a service government in China,and the status quo and existing problems in the administrative reform with the department of market supervision and management represented by the B city of Fujian Province,this paper analyzes the fundamental modes of grassroots administrative reform at home and abroad and the experience that can be learned from,then proposes to promote the supervision and management of the grassroots market.To achieve this end,in four aspects the effectiveness of departmental administrative reform should be considered: optimization of the functions of ARMSMD,the institutional setup,the administrative system,and more focus on law protection,ideological guarantee and economic protection in the system reform in the process of improving the administrative system and efficiency of grassroots market supervision,regulatory agencies.
