Research On The Government Function In The Development Of Agricultural Industry In Dawukou District

The issue of agriculture,rural areas and farmers has become the fundamental issue concerning the national economy and people’s livelihood.Without agricultural and rural modernization,there can be no modernization of the country.General Secretary Xi Jinping mentioned the rural revitalization strategy for the first time in the report of the19 th CPC National Congress,which drew a grand blueprint for the development of "agriculture,rural areas and farmers" in the new era,pointed out the direction for the effective solution of "agriculture,rural areas and farmers" issues,and served as the strategic guarantee for rural development in the new era.In the new stage of development,the development of rural areas is related to the quality of building a socialist modern country in an all-round way,and has become an important basis for China’s all-round development."In implementing the rural revitalization strategy,industrial prosperity is the focus.We must promote agriculture with quality and green development,focus on agricultural supply-side structural reform,speed up the establishment of a modern agricultural industrial system,production system,operation system and service system,improve agricultural innovation,competitiveness and total factor productivity,and accelerate the transformation from a large agricultural country to a strong agricultural."(1)In the process of advancing rural revitalization strategy,the government plays a service,guide,organizer and the supplier in policy,public financial backers,supervisors and other complex characters,push forward rural revitalization of the full implementation of the strategy.This article used the literature in the study,case study,the domestic about the governments at all levels in the country revitalization of the booster for the development of agricultural industry in the related literature collecting,learning,organizing,specific studies in dawukou district as an example,combining the longquan village,professional cooperatives,such as fieldwork first-hand data,on the basis of the theory of new public service theory,land intensive,and the theory of public finance related theory,break through the theoretical research,the traditional view of dawukou district in agriculturalproduction,rural tourism industry development of the related achievements and the concrete practice are analyzed,This paper makes an in-depth study on the problems existing in the development of agricultural industry in Dawukou District,such as the government’s insufficient attention to agriculture,insufficient guiding role,imperfect overall planning,insufficient macro-control role,insufficient coordination role,and weak public service consciousness,and analyzes the reasons for the problems.Drawing on the unique experience and practices of domestic development,the paper proposes to deepen reform and introduce policies to foster new driving forces of industrial development.Increase public financial investment,relying on projects to strengthen the foundation of agricultural industry development;Strengthen the foundation,recruit talents and lead enterprises to stimulate the potential of new business entities;Make landmark industry bigger and stronger by taking measures according to local conditions;People-oriented,benefit to bring farmers’ subjective initiative into play;The six countermeasures,such as consolidating the grass-roots and playing the role of fighting fortress in organization construction,are the first moves for the development of agricultural industry in order to boost the government of Da Wukou District to achieve the goal of industrial prosperity under the background of rural revitalization strategy.
