Study On The Government Function Of Promoting The Development Of Pomegranate Industry In Yicheng District,Shandong Province

Yicheng District is located in the south of Shandong Province,located in the middle of Beijing and Shanghai and the center of the Huaihai economic circle,and it is the famous "hometown of pomegranates in China." The pomegranate is a traditional advantageous characteristic resource in Yicheng District,so this thesis takes Yicheng District pomegranate industry as the research object to analyze the functional behavior of the government in promoting industrial development.Then it is found that the Yicheng District Government has made simultaneous efforts in policy design,team building,management service and factor guarantee to promote the rapid development of pomegranate industry.However,while affirming the achievements,Yicheng District government still has some problems,such as unclear positioning,offside,vacancy and dislocation of functions in the process of promoting the development of pomegranate industry.It is mainly manifested in the offside of functions,such as too much administrative intervention,insufficient simplification of administration and decentralization.It is mainly manifested in the absence of functions,such as insufficient support,weak market supervision,insufficient cultural excavation,insufficient investment in science and technology and imperfect infrastructure.And mainly manifested in the functional dislocation,such as cross or overlapping functions,service capacity and industrial demand mismatch.The author draws lessons from some domestic and foreign typical cases of governments developing characteristic industries,and combined with the actual situation of Yicheng District,market failure theory,government function theory and other relevant theories.It is proposed that the government should promote the transformation of the functional stage,reduce excessive administrative intervention and greatly streamline administration and delegate power to strengthen the fuction of government services.And the government should strengthen market supervision,dig the cultural connotation of pomegranate,improve infrastructure,innovate talent cultivation mechanism,ensure the supply of resource elements,and increase scientific and technological innovation to stimulate the leading role of government.And the government should clarify the division of responsibilities of departments,promote the matching of government services and industrial development,and improve the assessment and supervision mechanism to improve the government’s ability.
