Study On Government Function Fulfillment In The Development Of Local Characteristic Agricultural Industry

Since the beginning of the 21 st century,the Party and the government have taken the issues concerning agriculture,rural areas and farmers as the main content of the No.1Central Document for 19 consecutive years,and the work concerning agriculture,rural areas and farmers is the top priority for the Party and the country to achieve the goal of building a moderately prosperous society in all respects.At present,China’s agricultural and rural development has entered a new stage of comprehensively promoting rural revitalization,in which "industrial prosperity" is the premise and foundation of rural revitalization.The development of local characteristic agricultural industry is the key to industrial revitalization,and it is of great significance to promote the differentiated,characteristic and high-quality development of local industry.It is an important way to promote the local characteristic agricultural industry and an inevitable choice to promote the revitalization of rural industry to give full play to government functions and combine the characteristics on the regional resources with the development of modern agriculture.This thesis takes the function performance of the local government in K County in the development of hot pepper industry as the specific research object,uses literature research method,interview method,induction method,applies the new public management theory,governance theory,combined with the problems exposed in the current situation,and deeply analyzes the causes.On this basis,suggestions for optimizing the function of local government in the development of characteristic agricultural industry are put forward.On the whole,this thesis includes three parts,namely the basic theory part,the problem part,the countermeasures and suggestions part.The basic theory part summarizes the research status at home and abroad,and the research purpose,significance,research methods,content and ideas of the performance of government functions in the development of hot pepper industry,so as to provide the necessary theoretical basis for the next research.In the problem part,based on the understanding of K County hot pepper industry development and the status quo of government function performance,the existing problems are found from the aspects of macro-control,public service and organizational management,and the causes behind them are analyzed based on the new public management theory and governance theory.It can be summarized as outdated and solidified management concept,incomplete transformation of government functions,single financial fund access channels,idle industrial support policies,and disharmony of interests of multiple subjects.In view of the causes of the problems,the countermeasures and suggestions are put forward based on the relevant domestic experience,such as innovating industrial development ideas,optimizing functions and reducing administrative intervention,strengthening the intensity of investment in characteristic agriculture,focusing on the implementation of preventing policy from "idling",and improving the multi-subject interest connection mechanism.In order to provide a reference for K County to better play the government function in the development of hot pepper industry,at the same time,to provide reference for other local governments in promoting the development of characteristic agricultural industry in the performance of government function research,promote the development of characteristic agricultural industry environment improvement.
