| Since 2013,the state has planned to introduce industrial and commercial enterprise capital into rural society for large-scale centralized production,and the introduction of capital has gradually exerted an impact on the development and governance of rural society.With the development of agricultural industrialization and the promotion of local government,industrial and commercial capital enters the countryside smoothly,forming a mode of "village management",which also forms the form of mutual cooperation between enterprises and government and between enterprises and farmers.On the basis of such cooperation,village governance has gradually evolved into an enterprise-oriented management mode from the original power operation and rule governance.It is essentially an economic behavior to develop rural characteristic industries by using market-oriented operation logic and enterprise-oriented management mode.This paper is to explore the rural society as the field to establish a characteristic park,governance subject to participate in the governance of the park has what kind of performance? What kind of impact does industrial and commercial capital have on rural social governance when it enters rural areas to improve rural economic development?Under the framework of the state,market and society,this paper analyzes the operation conditions and process of the industrial park industry in the process of "capital to the countryside" and the mechanism of interest connection among the subjects,and discusses the performance of industrial and commercial capital promoting the development of villages and the difficulties arising from it.In the operation mechanism of "capital to the countryside",local governments play the role of providing services and "leading" the cooperation of capital into the rural society to provide enterprises with more resource services.At the same time,enterprises with the advantage of resources and local government policy support,actively promote the modernization of the agricultural industry.Under the impetus of economic growth,farmers will cooperate with enterprises to further improve their participation willingness and agricultural technology level.In the process of "capital to the countryside",industrial development has promoted the diversification of villagers’ economic income and entertainment methods,and the village infrastructure has been constantly updated.Through the study,this paper finds that after the introduction of industrial and commercial capital,agricultural industrial bases are established in rural society to carry out large-scale management,and new governance subjects and governance objectives are generated.On the basis of large-scale production of rural characteristic industries,the main body of rural governance presents diversification,and the combination of economic development and rural governance creates a new developmental governance model.However,the combination of development and governance does not always present a "perfect" cooperation.Under the influence of external resources,there are such problems as excessive dependence on government resources,enterprises’ pursuit of economic benefits and the wait-and-see attitude of rural households.Therefore,the sustainability of village development and governance driven by industry should be further discussed.Modern village governance is not only a realistic problem,but also closely related to the lives of farmers.When the industrial development has achieved certain economic results,the development of rural society also has a certain social basis.Driven by the industrial and commercial capital,the rapid development of agricultural industry has shaped a new rural governance model. |
