Research On Local Government Cooperation Mechanism Under The Background Of Regional Integration In China

The local government plays an important role in the process of regional integration because it has the absolute quantity of social resources.However,the existing research shows that the form of cooperation between local governments is often greater than the content.Therefore,this paper selects the issue of local government cooperation under the background of regional integration,mainly studies the reasons for local government cooperation,how to carry out cooperation and the causes of cooperation dilemma.The theoretical tools of this paper are transaction cost theory and institutional collective action theory.Whether each partner can achieve cooperation depends not only on the benefits brought by cooperation,but also on the transaction costs.By perfecting the corresponding cooperation mechanism,the transaction cost can be effectively saved,so as to encourage local governments to cooperate.The research methods of this paper are case study and comparative analysis.The reason why I chose this case is that whether the cooperation mechanism of local governments is perfect or not and the level of cooperation plays a decisive role in breaking down the barriers of medical insurance policy.Therefore,this paper firstly collects and compares the medical insurance policies of typical cities in three provinces and one city in the Yangtze River Delta.Secondly,it compares the joint meetings related to medical insurance in the Yangtze River Delta with the agreements signed and government documents issued,thus concluding and summarizing the existence of common interests,resource complementarity and central promotion in the integration process of medical insurance in the Yangtze River Delta,and promoting the formation of local government cooperation mechanism.The conclusion of this paper is: firstly,under the background of regional integration,local government cooperation is based on common interests,complementary resources and central government`s promotion;secondly,local government cooperation mechanism is composed of negotiation,implementation supervision and problemsolving mechanism;finally,due to many factors,such as opportunism tendency and ability level gap of local government,no clear legal system restriction and cooperation performance has not been included in the evaluation.At present,the local government cooperation mechanism still can not play an effective role,the transaction cost of cooperation is high,and it is difficult to encourage the local government to participate in the cooperation.Based on this,this paper draws on the experience of local government cooperation between the EU and the United States,and puts forward policy suggestions on improving the local government cooperation mechanism in China.
