A Study On Status Quo And Countermeasures Of The Construction Of The Government Ruled By Law In District Y Of H City

The healthy development of economy is closely related to the stable social environment.The rule of law is particularly important for the long-term stability of society.The 18 th National Congress of the Communist Party of China proposed that a government ruled by law will be basically established by 2020;the Fourth Plenum of the 18 th CPC Central Committee further clarified the standards for the construction of a government governed by law;the 19 th National Congress of the Communist Party of China made an important deployment for "building a government based on law,promoting administration according to law,strictly regulating fair and civilized law enforcement",and the construction of a government ruled by law has entered a critical period.The governments at all levels have further strengthened the promotion of the construction of the government ruled by law and have made certain achievements.However,because some basic conditions are not yet perfect,there are still some negative factors that restrict the construction of a government ruled by law,such as the weak strength of legal institutions and the formulation of administrative normative documents.And imperfect implementation mechanisms,how to solve these problems and achieve the goal of building a government under the rule of law has become an urgent issue.District Y of H City is located in the radiating range of the "half-hour economic circle" in southern Sichuan and the "two-hour economic circle" in Chengdu and Chongqing.In 2011,it was removed from the county to the district and became the central urban area group of a city with a population of one million in H city.It is a typical representative of the grassroots government in southern Sichuan,At present it is in the critical period of economic transformation and upgrading,the establishment of a government under the rule of law that meets the new requirements of economic and social development still facing many difficulties and problems.This article was based on local realities,took the theory of law-based government administration,power restriction,evaluation and assessment for the study,and drawed on existing research results at home and abroad,and adopted literature analysis,case analysis,and questionnaire survey methods.Through the study of the current state of the rule of law in the local government,it found such main problems existed as insufficient organizational leadership,inadequate mechanisms for the formulation and implementation of administrative normative documents,a low degree of standardization of major administrative decisions,weak administrative law enforcement and supervision,and problems in open government affairs,etc.To deal with these problems,by processing and analyzing the collected data,drawing on the experience and practices of advanced regions,suggestions are as follows: strenthening the sense of responsibility and urgency,improving the level of legalization of administrative regulatory documents,effectively regulating major administrative decision-making behaviors,improving the level and ability of law enforcement teams,strengthening the standardization of open government affairs and the construction of legal team.It can provide a reference for accelerating the construction of a government under the rule of law that grassroots governance can be effectively enhanced.
