my country’s public legal services include legal consultation and services,among which the legal aid system is a vital link in the process of my country’s public legal services.The implementation of the legal aid system is aimed at realizing legal equality in a substantial sense.It is one of the evaluation indicators for the construction of the rule of law in my country.It is also a concrete manifestation of the implementation of the constitution "all people are equal before the law".The Fourth Plenary Session of the 18 th Central Committee put forward higher requirements for the specific implementation of legal aid,and pointed out the direction for future legal aid work in terms of system guarantees and detailed work methods.The 19 th National Congress of the Communist Party of China emphasized that in order to make every people feel fair and just in judicial cases,we must vigorously strengthen the reform of the judicial system in order to protect the people’s legitimate rights and interests in a powerful judicial assistance system.Grassroots legal aid in my country is the closest to the people.Grassroots legal aid agencies directly provide legal aid to residents.The development of grassroots legal aid is related to the development of the entire grassroots social governance.The "Regulations on Legal Aid of Province S" currently implemented in District J of City J was revised in 2016 and is guided by the "Regulations on Legal Aid".The formulation of the specific content is based on the status quo of the implementation of legal aid work in Province S,through the promulgation of this regulation to regulate the legal aid work,which has been implemented for seven years.This article cuts into the status of the implementation of legal aid at the grassroots level in the "Regulations on Legal Aid of Province S",and uses District J in City J as the research location.It mainly investigates how District J implements the "Legal Aid Regulations of Province S" during the implementation of legal aid,analyzes the problems existing in the implementation process,and proposes perfect countermeasures for the problems found in the survey data.Legal aid in our country has the characteristics of diverse legal aid subjects,complex legal aid objects,and extensive legal aid content.However,the current status of legal aid implementation in the east and west of my country and various regions have different characteristics.The basic legal aid in J area is selected as a sample,and the sample is consistent with The characteristics of the diversity,complexity and typicality of legal aid,through investigation,from the J District Justice Bureau and the J District Legal Aid Center to investigate the relevant data of local legal aid implementation in recent years,and through the form of questionnaires.Data comparison,charts and other methods more intuitively show the current status and problems of the implementation of legal aid at the grassroots level in Area J,and put forward practical and feasible countermeasures for related problems.This article is mainly divided into four parts:The first part is the introduction.On the one hand,it mainly discusses the reasons and significance of choosing legal aid as the research topic and the current research status at home and abroad.On the other hand,the research data is classified and integrated,and the research data is screened and sorted through field research methods,reading relevant documents,and comparative analysis.The second part first discusses the reason for selecting the implementation status of "S Province Legal Aid Regulations" in J City J District as the research location,and then analyzes the current status of legal aid implementation in J City J District through data collation of "S Province Legal Aid Regulations".Mainly carry out statistical analysis from the legal aid implementation system guarantees,specific working methods,the acceptance of legal aid cases in Area J,and the guarantee mechanisms required for the implementation of legal aid.The data can objectively reflect the reality.The third part discovers the problems existing in the implementation of legal aid at the grassroots level in the "Legal Aid Regulations of Province S" in terms of legislative basis,mechanism guarantee,standardization construction and strengthening of case quality supervision.The fourth part focuses on the current status of the implementation of legal aid in the J area as the analysis object.Through the above analysis,it puts forward specific measures for basic legal aid from four aspects: improving legislation,expanding the scope of legal aid,improving the guarantee mechanism,and improving the evaluation mechanism of case quality.Countermeasures.For the problems in the implementation of the "Regulations on Legal Aid of Province S" in J District,City J mentioned in this article,they are all supported by relevant data.The problems in the implementation of legal aid in District J of City J not only have objective social factors,but also have problems in the implementation process.In addition,some issues also
