Illegal Urban Construction In Lhasa Under The Background Of Governing Tibet By Law Research On Governance

Lhasa is the capital of Tibet Autonomous Region,the first batch of famous historical and cultural cities in the country,and an international tourism city with snow plateau and national characteristics.With the rapid development of the city,illegal construction has become a "stumbling block" in Lhasa’s progress.Illegal construction destroys the urban ecological environment,affects the appearance of the city,hinders the implementation of land and space planning,and has a bad impact on the social justice and fairness.How to manage illegal construction effectively has been widely concerned by all walks of life.This paper,based on the background of the rule of law,comprehensively combs the problems existing in the illegal construction and management of Lhasa,and analyzes the causes of the problems,and then studies the Countermeasures of the illegal construction and management of Lhasa.We hope to provide new ideas for the illegal construction and governance of Lhasa,and to contribute to the protection of Lhasa’s ecological environment,historical and cultural heritage,and the strengthening of national unity and the construction of beautiful Lhasa.This paper is divided into six chapters.The first chapter is the introduction,which elaborates the background,significance,domestic and foreign review,ideas,methods,etc.which paves the way for the research of the paper.The second chapter is the related concepts and theoretical basis,clarifies the concept of illegal construction,determines the theory of research,and lays a solid foundation for the research.Chapter three discusses the status quo and problems of Lhasa illegal construction,the achievements of the governance and the problems in the governance,such as the repeated prohibition,the difficulty of punishment,and the lack of outstanding active law enforcement,and opens up the problem-oriented research approach.The fourth chapter is the analysis of the causes of the illegal construction and governance of Lhasa.This chapter focuses on the specific analysis of the problems in the process of Lhasa illegal construction and governance,and explores the causes of the problems,and provides help for the countermeasures.The fifth chapter is the Countermeasures for the illegal construction of Lhasa.Based on the analysis of the problems and reasons of the illegal construction of Lhasa,this chapter puts forward the countermeasures from the aspects of establishing and perfecting laws and regulations,strengthening the construction of law enforcement team,scientifically preparing land and space planning,multi-channel law popularization,classified governance and innovation of governance methods.Chapter six is the conclusion and prospect,summarizes the research content of this paper,and also prospects the direction of in-depth research on the construction and governance of illegal construction.Through the research of this paper,I hope that it can help Lhasa to curb the spread of illegal construction,improve the quality of urban environment and promote social justice.
