Research On Social Issues Of Border Village Governance Under The Background Of Governing Tibet By Law

Social resources,and then promotes the development of productive forces in the environment of stability and development,so that the achievements of productive forces progress benefit all the people.In our country,there are many ways of national governance,including the governance of national institutions,the governance of social participation,and the governance of citizens' active participation.The governance of all subjects must be carried out under the framework of law and must have legal basis.At the sixth Tibet work Symposium of the Central Committee in 2015,Xi Jinping put forward the theory of "administering Tibet according to law ",which pointed out the direction for Tibet's work.The specific working principles of the theory of "administering Tibet according to law" make the direction of Tibet's governance more clear,provide guidance for scholars to grasp the practical problems in Tibet,analyze the reasons behind them,put forward measures and suggestions,and promote the stability and development of Tibet.The traditional border area governance is under the border area governance system,often linked with national security and territorial sovereignty.The border area is the forefront of our country's border with the surrounding countries.It bears the function of the core area and hinterland of Gongwei.The stability of the border area is directly related to the stability and development of the country.The border area is far from the political center of the country,and has long been on the edge of the state administrative power system,which is the weak area of state management.Because of topography,climate and other congenital conditions can not be changed for a long time,the border area is in the situation of long-term development lag.Under the trend of national reform and opening up,the policy is inclined to the country's economic core area(eastern coastal area),which leads to great differences in social and economic development between the east and the west.Its social governance will face extraordinary difficulties.Compared with cities,villages are a fatal disadvantage in topography,infrastructure and industry.In the process of urbanization in recent years,most of the rural labor force and talents flow to the city,which further limits the development of the countryside.Under the strategy of national rural revitalization,villages are faced with a series of opportunities,at the same time,the requirements of rural governance will be higher,which is a major test for our country's governance system and governance ability.Border countryside is the most basic unit of the national border area,and it is the most advanced area to defend the national sovereignty and defend the land and consolidate the border.The governance of border villages should first pay attention to national security issues,followed by the stability and development of rural society.Under the background of "Belt and Road ",the border villages in Tibet are the most advanced areas to build the " Happy Valley Economic Belt" and face the South Asian Economic Corridor.The effective governance of border villages should not only meet the national strategic needs,but also meet the living needs of the internal people.
